Top 10 recommendations from synchronized polling panel led by former president

In the event of a hung House, fresh elections can be held to form a new Lok Sabha.

New Delhi:
A high-level panel headed by former President Ram Nath Kovind submitted its report on “One Nation, One Election” on Thursday.

Here are the group’s top ten recommendations

  1. The government must establish a legally viable mechanism to restore the cycle of simultaneous elections.

  2. In the first phase, elections to the Lok Sabha and all state legislative assemblies can be held together.

  3. In the second step, the elections to the municipalities and panchayats will be held simultaneously with the Lok Sabha and the state assemblies so that the elections to the municipalities and panchayats are held within 100 days of the assembly and assembly polls.

  4. In order to synchronize the Lok Sabha elections with the Lok Sabha elections, the President shall notify the date of the first meeting of the Lok Sabha after the election as a “specified date”.

  5. The term of all state assemblies elected by polls after the “appointed date” and before the expiry of the term of the Lok Sabha will be limited to the period for which the subsequent assembly polls end. Following this one-time interim measure, all Lok Sabha and Assembly polls will be held simultaneously.

  6. In the event of a pendency, no-confidence motion or any such incident in the House, fresh elections can be held to form a new Lok Sabha.

  7. If new Lok Sabha elections are held, the term of the House will be “limited to the unexpired (remaining) term of the previous term of the House.

  8. When new elections are held for State Legislative Assemblies, these new Assemblies shall continue until the end of the entire term of the Lok Sabha unless dissolved earlier.

  9. The Election Commission of India shall prepare an electoral roll and Elector Photo Identity Card (EPIC) in consultation with the National Election Commission and shall supersede any other electoral roll prepared by the ECI.

  10. To make logistical arrangements for synchronized elections, the ECI can prepare plans and budgets in advance, procure equipment such as EVMs and VVPATs, deploy polling station personnel and security forces, and make other necessary arrangements.
