Vinay Kumar, a 1992-batch IFS officer and current Indian Ambassador to Myanmar, has been appointed as the next Indian Ambassador to the Russian Federation, the Ministry of External Affairs (MEA) has learned.

The MEA also said he is expected to accept the appointment soon.

Russia, which recently held elections, has been a long-standing and proven partner of India. The development of India-Russia relations has always been an important pillar of India’s foreign policy.

Prime Minister Narendra Modi wishes Vladimir Putin a huge victory in the 2024 elections.

“Warm congratulations to His Excellency Mr. Vladimir Putin on his re-election as President of the Russian Federation. Look forward to working together in the coming years to further strengthen the time-tested special and privileged strategic partnership between India and Russia,” PM Modi said on X said in a post.

Since the signing of the India-Russia Strategic Partnership Declaration in October 2000 (during Russian President Vladimir Putin’s visit to India), India-Russia relations have made a qualitative leap, and the level of cooperation in almost all fields has been improved. The ministry said in a statement that bilateral relations include politics, security, trade and economy, defence, science and technology and culture.

Under the strategic partnership, multiple institutionalized dialogue mechanisms operate at the political and official levels to ensure regular interaction and follow-up cooperation activities.

During the Russian President’s visit to India in December 2010, the strategic partnership between the two countries was upgraded to a “special and privileged strategic partnership.”

India and Russia have long-term and extensive cooperation in the defense field. India’s military-technical cooperation with Russia has evolved from a buyer-seller framework to one involving joint research, development and production of advanced defense technologies and systems.
