Vice President Jagdeep Dhankhar on Sunday said debates, which are the cornerstone of democracy, have turned into fights and presiding officers of legislative bodies should use their authority to ensure decorum. Addressing the concluding session of the 84th All India Presiding Officers’ Conference, he said disruption in legislative bodies is a painful scenario. “It is no secret that disturbances and disruptions are planned, at whose behest placards are printed and slogans are coined. “Political weapons are counterproductive and have no place in our system,” he said.
He said lack of public confidence in representative bodies and representatives is a “cancer” for the society. Presiding officers should engage in stock-taking and invoke authority to ensure decorum. He said, they should undergo corrective therapy to prevent relapse.
The Vice President also said that the Presiding Officers should ensure development and nurturing of first-time MLAs. “Presiding officers are the custodians of democratic pillars,” he said.
“Be receptive to another’s perspective. Debate is the cornerstone of democracy. They have been reduced to fights and it is a painful scenario,” Dhankhar said. He also said that the Parliament website will have all the laws and acts made so far and people will have access to them. He regretted that incidents of indiscipline and unruly behavior were on the rise and pride was taken in causing disruption.
“This is disturbing and requires introspection to find a way out,” Dhankhar said. He said it is necessary for the presiding officers of both the Houses of the Legislature to work together.
