The Andhra Pradesh Police CID on Monday filed a chargesheet naming TDP supremo N Chandrababu Naidu, former minister P Narayana and others in connection with the allocation of Rs 4,400 crore to develop Amaravati as the capital of Andhra Pradesh The main accused in the land scam case.

Mr. Naidu, Narayana, A Sudheer Babu and KPV Anjani Kumar were accused of encroaching on allotted land measuring 1,100 acres worth Rs 4,400 crore.

They were charged under IPC sections 420 (cheating), 409 (criminal breach of trust), 506 (criminal intimidation), 166 and 167 (non-compliance of law by public servant), 217 (frame-up by public servant for incorrect records). , Article 109 (Instigation) was registered. It includes various sections related to criminal conspiracy, Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act, Andhra Pradesh Allotment of Land (Prohibition of Transfer) Act and Prevention of Corruption Act.

Narayana served as Minister of Municipal Administration and Urban Development in the TDP government from 2014 to 2019.

“Conspiracy with Naidu, Narayana, other ministers and their benami to seize the allotted land in the capital region from the castes, STs and BCs, making them fear that the allotted land will be taken away by the state. Government on land concentration No package was given under the scheme and the land was purchased from them at a lower price,” an official release said.

Further, the CID said in the charge sheet that government officials bowed to pressure from the accused and issued government order MS No. 41 to include the allotted land in villages like Mandadam, Velagapudi, Rayapudi, Uddandarayunipalem and other villages under the Capital City Land Sharing Scheme.

“Despite clear and binding legal advice from the then-Attorney General, the defendants knowingly and in a coordinated manner violated the legal authority,” the release said.

The CID said K Brahmananda Reddy, KPV Anjani Kumar, G Suresh and K Sivaram acted as benamis and purchased the allotted land from poor people.

Further, it pointed out that there is clear evidence of flow of funds worth Rs 16.5 crore from educational societies and companies run by members of the Narayana family to Ramakrishna Housing Pvt Ltd and other real estate middlemen, who in turn paid Narayana suspected illegal sales transactions in the name of benamis.

According to the CID, Narayana purchased as much as 162 acres of earmarked land for himself and his associates, while Mr Naidu’s associates also purchased hundreds of acres of earmarked land in the National Capital Region.

Further, it highlighted that 1,336 new persons have applied for land pooling scheme benefits for 946 acres of land under the Andhra Pradesh Capital Region Development Authority (APCRDA), which are actually owned by different persons as per revenue records in 2014 .

Meanwhile, the CID said real estate agent Brahmananda Reddy, who handled the allotment of land agreement, had approached the ACB court to treat him as a prosecution witness (approvor), the court said. Thinking about this.
