Uttar Pradesh government will link couples’ details with Aadhar to stop fraud in mass marriage schemes, minister says

The Uttar Pradesh government has decided to link the details of newlyweds with DBT and Aadhaar to prevent recurrence of the fraud committed by Balia in the chief minister’s group marriage scheme, in which 240 ineligible people signed up for it Welfare. Welfare Minister Asim Arun said on Sunday.

He said the government would issue marriage licenses to couples on the spot under the scheme to prevent the fraud from happening again.

“The marriage certificate will be issued on the spot. The bride and groom’s photos will be imprinted on it. We will conduct Aadhaar authentication of the girl. However, we should check on the spot if any other girl has come (in her place). We will establish it in two weeks A mechanism linked to DBT (Direct Benefit Transfer) and Aadhaar,” Arun told reporters here.

“I may have taken off my uniform, but I brought a stick,” he said. Arun is a 1994-batch IPS officer of the UP cadre. He resigned from office in January 2022 and ran in parliamentary elections later that year. He won from Kannauj Sadar seat, which is considered a Samajwadi Party stronghold.

The minister’s remarks assume significance in view of the fraud that took place on January 25 at a mass wedding in Manyyar, Ballia district.

Meanwhile, police on Sunday arrested a person in connection with the Mukhyamantri Samoohik Vivaah Yojana scam. So far, the number of people arrested in this case has reached 16.

Arun said, “During the two days in Lucknow, we discussed how to further strengthen the system… the way (referring to fraud) tried here (Balia) will not be repeated in the future.” The minister further said: “This kind of abuse has never been seen before. Now that we are faced with a challenge like this, our system is very robust. We will have a system in place in two weeks that is so robust that even if someone has any malicious intent to do something wrong, our system It should also be strong enough to check it.” He said Ballia had received complaints about 537 marriages, some of which couples were married a few months ago. He said they were registering themselves (under the scheme) just to gain financial benefits and in the wrong way.

“In response to this complaint, a committee of inquiry was constituted and the payment of Rs 35,000 was immediately stopped. Administrative action has been taken against the four police officers found guilty in the case. Three of them were arrested. Meanwhile, those involved in fraud and misappropriation (of funds )’s agent was also arrested,” he said.

The UP minister also said: “The severity of the chief minister’s anti-corruption campaign is obvious to the people here. Any broker or official who tries to misappropriate government funds will not be spared. They will definitely be punished.” He also said that as shown in the video The insensitivity shown by Balia was gross negligence.

Arun said 240 people in Ballia were found to be ineligible. Twenty teams were formed and sent door to door to investigate the matter. The donated items have almost been (returned to the authorities).

Meanwhile, elaborating on Sunday’s arrest in a statement, the police said Ashish Chauhan alias Mithun from Gaighat village in Revati police station area has been arrested and sent to jail.

A case against Assistant Development Officer of Social Welfare Department Sunil Kumar Yadav was registered at Manyyar police station on Tuesday based on a complaint by District Social Welfare Officer Deepak Srivastava. Kumar Yadav (suspended) and eight beneficiaries – Archana, Ranjana Yadav and Suman Chauhan. Manikapur village; and Priyanka, Sonam, Pooja, Sanju and Ramita of Sultanpur village.

The case was registered under IPC Sections 409 (Criminal breach of trust by public servant, banker, businessman or agent), 419 (Punishment for fraudulent conduct by impersonation) and 420 (Fraud and dishonest inducement to deliver property).

So far, the beneficiaries have not been arrested.

District Magistrate Ballia Ravindra Kumar had earlier said that among the 15 people arrested, a case was registered against Assistant Development Officer Sunil Kumar Yadav (Sunil Kumar Yadav), and the names of 14 others came to light during the course of the investigation.

According to the police complaint, there were conspicuous instances of brides and grooms who were already married getting married again during group marriage events.

On January 29, an investigation committee led by the chief development officer was established on the matter.

Investigation found that some beneficiaries, including Archana of Manikapur village, got married in June 2023. Apart from this, Ranjana Yadav and Suman Chauhan got married in March 2023, Priyanka got married in November 2023, Pooja got married a year ago, Sanju got married three years ago and Ramita got married in July 2023. Sonam’s marriage is yet to be confirmed.

The committee said in its report that none of them were in line with the chief minister’s plan for group marriages.

Under the scheme, Rs 51,000 is paid, of which Rs 35,000 is paid to the bride; the cost of purchasing wedding materials is Rs 10,000 and the cost of organizing the event is Rs 6,000, according to the government website.
