After days of delays, U.S. congressional leaders early Thursday unveiled a $1.1 trillion bipartisan spending measure for defense, homeland security and other programs, giving lawmakers less than two days to Avoid a partial government shutdown.

The Republican-controlled House is set to vote on the massive package on Friday, and the Democratic-majority Senate has just hours to pass a six-bill package covering $1.66 trillion in free funds for this fiscal year. Controls about two-thirds of government spending. Starting October 1st.

“These final six bills represent bipartisan and bicameral compromises,” two top Senate negotiators — Democrat Patty Murray and Republican Susan Collins — said in a statement.

“They will invest in the American people, build a stronger economy, help keep our communities safe, and strengthen our national security and global leadership.”

The U.S. Congressional Budget Office has warned that U.S. deficits and debt will grow significantly over the next 30 years, predicting that the U.S. national debt of $34.5 trillion (currently about 99% of GDP) may continue to grow, rising to 166% of GDP by 2054 .

Democratic Senate Majority Leader Chuck Schumer said he is “hopeful” Congress can avoid a government shutdown if House Democrats and Republicans work together.

The compressed timeline raises the risk of at least a brief partial shutdown after Friday’s midnight deadline unless Schumer can reach a deal with Senate Republicans to expedite the bill.

House Speaker Mike Johnson touted a series of Republican victories, including increasing U.S. defense and border security spending and cutting off U.S. funding to the main U.N. relief agency that provides humanitarian aid to Palestinians in Gaza.

“This Fiscal Year 2024 appropriations legislation is a serious commitment to strengthening our defense by moving the Pentagon to focus on its core missions,” Johnson said in a statement released with the legislative text.

Democrats said they blocked some Republican cuts and policy measures and touted funding aimed at lowering child care costs, supporting small businesses and combating the flow of the opioid fentanyl.

“We defeated the bizarre cuts that were a crushing blow to American families and our economy—and we fought back dozens of extreme policies that would have restricted Americans’ basic freedoms, harmed consumers, and created Big corporations have given them an unfair advantage and reversed the U.S. economy’s recession. “There’s a historic climate action clock,” said Murray, the Democratic chairman of the Senate Appropriations Committee.

Two weeks ago, Congress narrowly avoided a government shutdown that would have affected agriculture, transportation and environmental projects.

Text released Thursday details the details of an agreement in principle between Johnson and Schumer that Democratic President Joe Biden has pledged to sign into law.

With Republicans holding a slim 219-213 majority in the House, Johnson will have to rely on Democratic votes to send the spending bill to the Senate.

Many House Republicans are expected to remain opposed to the legislation, including hardliners who want further cuts.

In addition to the Departments of Homeland Security and Defense, the bill would provide funding for agencies such as the State Department and the Internal Revenue Service to prepare for the April 15 taxpayer filing deadline.
