The committee report stated that if new state legislative assembly elections are held, the new legislative assembly should continue until the end of the term of the Lok Sabha unless it is dissolved earlier. Parliament must table a constitutional amendment amending Article 83 (terms of Parliament) and Article 172 (terms of State Legislatures). The report said the constitutional amendment would not be ratified by the states.
