Intel Alert: Conspiracy to reverse post-2014 development of Northeast, fuel anti-India unrest

New Delhi, October 29 (IANS) India’s intelligence agencies have warned of a sinister conspiracy in which the North-Eastern states will be the primary target. The agencies have picked up specific intercepts indicating the culmination of multiple terrorist groups to carry out attacks in the northeastern states.

A lot of emphasis has been laid on the Northeast in the Modi government. Crores of rupees have been spent for development and this has led to employment generation and ultimately a gradual decline in insurgency.

The idea now is to disrupt the peace and ensure that the Northeast returns to the days when militancy had become the new normal and peace was a distant dream.

It is not just terrorist groups from Pakistan and Bangladesh who are at play here to carry out these attacks.

There has been a massive increase in funding by the ISI to revive many insurgent groups that were active in the past.

Earlier, the ISI used to fund these groups and also supply them with arms through networks in Bhutan and Myanmar.

Although it has been revived, today Pakistan has another border in the form of Bangladesh to carry out these activities.

An Intelligence Bureau official says the primary intention is to disrupt peace and prevent development.

Pakistan wants to give a message to the people of the North-East that the Indian government is unable to protect them.

The officer also said that its aim is to create unrest so that people turn against the Indian state.

ISI is coordinating with many top terrorists in Bangladesh as well as Pakistan. The official said their intercepts revealed that visits by Pakistani officials to Bangladesh had increased in recent weeks.

Same is the situation in Bangladesh, where officials and terrorists often go to Pakistan. Experts say that when the Modi government came to power in 2014, the main focus was on developing the Northeast and ensuring that people get opportunities.

ISI knows that the north-eastern part of India is sensitive and any problem in this region can go out of control. Experts also said that they want things to go back to the way they were before 2014.

This is a multi-pronged strategy that the ISI has adopted to carry out this sinister conspiracy.

He is not just using terrorists to execute this plan. It is sponsoring the visits of radical preachers like Zakir Naik and Ibtisam Ilahi Zaheer to Bangladesh.

Zakir Naik, included in India’s ‘most wanted’ list, has taken refuge in Malaysia. He will be in Bangladesh on a month-long visit and will visit several places including close to the Indian border. The aim of his visit is to spread radical Islam and change the perception of the people of Bangladesh.

Naik openly advocates Sharia law and this fits into the plans of Jamaat-e-Islami, which wants to implement it in the country.

The visit of Zaheer, a close aide of Lashkar-e-Taiba founder Hafiz Saeed, is also part of the plan to disturb peace in the Northeast. Although he will be visiting many places in Bangladesh, his programs in Rangpur, Lalmonirhat and Nilphamari are a matter of utmost concern.

These places are on the India-Bangladesh border. Zaheer has a history of inciting violence and spreading hatred. Their programs aim to create strong anti-India sentiment. He will try to ensure that people are instigated and there is violence on the border.

ISI would hope that if Zaheer succeeds in his objective then violence will erupt on the border and it will spread like wildfire to the North-Eastern states as well.

An official said that if violence flares up in the Northeast, it would be easier for terrorists to infiltrate and carry out attacks as the security apparatus in India would be busy dousing the fire.
