India launches anti-dumping investigation into imports of a chemical from China and Japan

Following complaints from domestic companies, India has launched an anti-dumping investigation into imports of a chemical used in the rubber industry from China and Japan.

The Directorate General of Trade Remedies (DGTR), the investigative agency of the Commerce Ministry, is probing the alleged dumping of “insoluble sulfur”.

Oriental Carbon Chemical Co., Ltd. has submitted an application to the competent authorities to investigate suspected dumping of chemicals from these two countries.

According to the DGTR notification, the applicant has provided preliminary evidence on the damage caused to the domestic industry by the dumped imported products.

“The competent authorities hereby initiate an anti-dumping investigation into the alleged dumping and the material damage it has caused to the domestic industry,” it said.

If it is determined that dumping has caused substantial damage to domestic enterprises, the DGTR will recommend the imposition of anti-dumping duties on the imported products.

The Treasury Department has the final say on imposing tariffs.

Countries conduct anti-dumping investigations to determine whether domestic industries have been harmed by a surge in cheap imports.

As a countermeasure, they imposed these tariffs under the multilateral system of the Geneva-based World Trade Organization (WTO). The tariffs are intended to ensure fair trade practices and create a level playing field between domestic producers and foreign producers and exporters.

India, China and Japan are all members of the WTO, a 166-member multilateral trading body.
