2023 Rajouri attack: Anti-terrorism agency files chargesheet against 3 Pak nationals

The National Investigation Agency (NIA) on Monday filed a charge sheet against three absconding Pakistan-based handlers of the banned Lashkar-e-Taiba (LeT) organization and five people involved in the January 2023 Rajouri attacks case – stepping up its efforts. A step towards disrupting and destroying the terrorist ecosystem in Jammu and Kashmir.

The case pertains to the heinous terrorist attack on civilians in Dhangri village of Rajouri district on January 1 last year and an IED blast the next day. Seven innocent people, including two children, were killed and many others seriously injured in the attacks.

The NIA said the three persons chargesheeted are Lashkar-e-Taiba handlers, identified as Saifullah alias Sajid Jatt alias Ali alias Habibullah alias Numan alias Langda alias Naumi, Mohammad Qasim and Abu Qatal alias Qatal is Sindhi.
While Abu Qatal and Sajit Jatt are Pakistani citizens, Qasim was deported to Pakistan around 2002 and joined the Lashkar-e-Taiba terrorist ranks there.

According to the investigation, the NIA said, the three Pakistan-based accused had planned the recruitment and dispatch of LeT terrorists from Pakistan to target innocent civilians, especially the minority community in Jammu and Kashmir, as well as security personnel.

“The attacks were carried out under instructions from these Pakistan-based handlers.”

Saifullah is currently a high-ranking commander of Lashkar-e-Taiba and along with the other two was responsible for orchestrating the entire conspiracy on behalf of Pakistan. Mohammad Qasim is currently the right hand man of high-ranking Lashkar commanders. Abu Qatal came to India in 2002-03 and was active in the Poonch-Rajouri range along with other terrorists.

The other two chargesheeted accused are Nisar Ahmed alias Haji Nisar and Mushtaq Hussain alias Chacha, both overground workers (OGWs) of LeT and residents of Mohra, Gursai, tehsil Mendhar, district Poonch. Both were arrested during the investigation by the NIA.

“During the investigation it was found that they had provided logistical support to the terrorists on the instructions of Abu Qatal. Also a teenager, who was held on charges of aiding and abetting the criminals, had provided food, shelter and other The terrorists were provided support for almost three months after the attack in Dhangri. “They attempted to conceal evidence by destroying mobile phones used for covert communication with Pakistan-based LeT commanders,” the NIA said. According to the counter-terrorism agency, Nisar had also received a consignment of arms, ammunition and cash sent by Pakistan-based handlers to the terrorists.

“Investigation revealed that Nisar had come in contact with Abu Qatal during his stay in India. He remained in touch with Abu Qatal even after his return to Pakistan.”

The two adult accused arrested and the Pakistan-based operators have been charged in the chargesheet under various sections of the Unlawful Activities (Prevention) Act and the Indian Penal Code, the NIA said.

“The final report against the apprehended juvenile will be submitted to the Juvenile Justice Board, Rajouri in due course of time,” it said.
