“Children are the best of possible education; their parents are suitable for the best possible information and education professionals are worth evaluating their work properly.
“The change we are presenting today is to achieve these three things.
“Our new report card will give parents a clear understanding of strength and areas where their children learn to improve in places.
“We will work with professionals in schools, early years and further education, so that whatever they do to help show it – and will help them recognize where they can improve.”
An independent report by Cinad McBrett, Chief Executive Officer of Charity Education Support, said stakeholders had asked to stop or slow down the roll-outs of changes, while Mrs. Perry’s sister Professor Julia Waters also urged the Education Secretary to stop her.
Addressing these concerns, Sir Martin stated that there would be a “stable and assured” for inspection and said that the reforms have been “called longer”.
Talking to reporters, he said: “These improvements have long been in creating. It will be almost two years when I took the overseas, and I made it very clear that in that period I am starting a major improvement and I am really happy and I am proud of the reforms that I have introduced in the last 20 months, which have actually been welcomed by this field, and I believe that I (today) will help.
“It is really important to say that stable and confident start that I have talked about that we will not start inspection till the second week in November, the second week after our half term, and we are not inspecting even in the last week before the breakdown of Christmas.
“In that very short period, we already have people who are putting themselves forward to inspect – this is believed that I am receiving from this area.”
Sir Martin said that there can be “no comparison” between the five new grades being launched in November and the grade used in the previous framework.
He said: “There is no comparison. We have no quota, zero, no quota, who can also get a single grade.
“The farthest grade of immediate improvement and extraordinary, there is no quota for how many people will receive them.
“It is a question of being out of there, it is inspecting against the toolkit, but it is also clarifying that Tedd has never given this level before, what we would expect to see and share it in an inspection.
“We will not hesitate to call it out when we see that anyone has to work under that expected standard.”
Sir Martin said that he would talk to Professor Waters that he would go through the proposed changes with him.
He said: “I met Ruth’s sister on my second day in the office 20 months ago and I have talked to her many times.
“I will take him through changes, but this report is not just a change, which I have introduced in the last 20 months.
“All things that are designed to be fair, but still make sure that the tedested is hard and to inspect and call where we look at unacceptable standards – because I should not lose sight of the fact that there are children who are in settings and what we have seen about the tragedies, they are in the nursery, where children think about the health and care of children – in fact – are their lives.
“And so we should do our work to call it out, and it’s a difficult task, but I am firm to achieve that balance between fairness, but harsh and accountability is correct.”
