Chief Justice BR Gavai, clearly irritated, said, “I will do one thing, I will set up a bench of three senior-most (SC) judges for the collegium meeting here… Where have you heard about representation and applying for appointment as a High Court judge? It is a mockery of the system!”
The bench, also comprising Justice K Vinod Chandran, was hearing a petition filed by GV Saravan Kumar seeking direction to elevate him as a high court judge.
The CJI asked how such a petition could be filed. The bench also reprimanded the petitioner’s lawyer and said that such a petition should never have been brought before the court.

The lawyer expressed regret and demanded withdrawal of the petition. After this the petition was considered withdrawn and dismissed.
Apart from the Registrar General of the High Court, the Prime Minister’s Office, Home Ministry, Leader of Opposition in the Lok Sabha, Registrar General of the apex court and others were made parties in the petition.
Appointments to the High Courts and the Supreme Court are governed by the collegium system in which judges are recommended on the basis of judicial and professional credentials.
