A Weak pensioner was murdered by his violent logger Despite repeated requests for intervention from your family, after “fundamental failure” from several agencies to identify the risk.
83-year-old Petricia Holland was killed by Allen Scott at his home in Gorleston-On-C, NorfolkIn July 2021.
‘Good Samri’ had allowed homeless Scott of 39 years of age to stay on his property after meeting him in June 2020, but soon separated him from his family, was regularly under the influence of alcohol and repeatedly broke the household items.
A domestic homeoid review of the Norfolk Community Safety Partnership investigated the roles of several agencies played in a year before its assassination, which found that the concerns by their family were “adequately or shared and coordinated”.
It was found that Ms. Holland had told officials such as police and adult social care on at least 20 occasions that she wanted to exclude Scott from her home, and that she had a history of violent and criminal behavior.
His daughter said: “Although this review of domestic murder identifies many staggering failures by those officials that should have protected my mother, as a family, we do not think it does not think it goes far away in his examination of complete lack of professional curiosity with those who deal with the terrible breakdown of communication and my mother.
“We think he left him insecure from the man who killed him.”
The report has made 34 recommendations, which involves ensuring that family concerns are given importance, to improve awareness about ‘cooking’ – where a weak person’s house is taken by a criminal – and to ensure that all the relevant backgrounds to protect the concerns are information.
After proceeding with Ms. Holland in June 2020, Scott failed to attend several probation meetings for several crimes, and also told the medical staff that she would take a liter of gin or port in a day, and would take Methadone.
The Norfolk police first attended the address of Ms. Holland in August 2020 after receiving the report from his daughter Catherine that Scott was often intoxicated, “would show off that she would be a dog and would be naked”.
The information was shared with the local multi-agency safgarding hub (Mash), who called Ms. Holland, but found that she had “no care and support”. In August and September due to Scott’s unstable behavior, the police were re -invited, Ms. Holland confirmed social services that she wanted to exclude her from her property.
A few days after his removal, he allowed him to return to the property, his family told the authorities that he suspected that he was suffering with dementia of the early beginnings.
During a conversation with social activists, her daughter said she felt that Scott presented a “serious risk” to her mother, and she is afraid that she would kill her.
Ms. Holland’s friends also approached the police, one said that she “a plastic bag on her head” and had threatened her to strangle her.
The police were similarly called at the address in January 2021, while Catherine again spoke to social services with “a limit of concerns” in February that included Scott involved a fluffy and heroin crazy, and violent behavior was displayed.
His “manipulating behavior” inspired him to prepare a tenancy agreement, which had no legal basis, to convince Ms. Holland that he could not remove it for three years.
During 2021, his attitude towards the pensioner deteriorated, the police called on several occasions due to Scott, as he had “shouting and taking oath”, and was advised to talk to a lawyer.
The police was re -called in July after a dispute over Pasta and Scott was removed from the house by four officers, Ms. Holland advised to close her doors and contact her when she returned.
However, Scott later returned to the property that evening and killed him, a fire broke out in the garden, in which he took steps to hide his body. In a test in 2023, he was convicted of murder and arson and put in jail for life with a minimum period of 35 years.
The report concluded that there should have been a home attack by social services, and “insufficient weight” was given to clarify the clear details of Scott misuse, including attacks, financial misconduct and forced.
His previous criminal history that included allegations of crimes against women and misuse of a weak man, who he lived earlier, was also not investigated or considered.

In a statement, Catherine said: “This review cannot have anything good if it does not include proper acceptance of deep and frightening failures, killing my mother. And he led the murder of my mother.
“It can be (Scott), who worked that night in July that night, but the demon was repeatedly made with indifference of many agencies.
“By being repeated, and I could not find any other word for this, the dog determined the failure to see the risk that was in my mother, to keep the pieces together, to see the picture that, until the time of his death, is clearly clear screaming. All I have left.
“There is no way that I can ever come with what happened to my mother that night.”
In a statement after his sentence, Scott’s family said: “We want to expand our deep sympathy for the Petricia Holland family and cannot imagine pain in the last two years that have brought them.
“We want to express their deep pain and disappointment over the support and failures in support services and the failures in intervention and Allen and the family tried to reach their entire life.
“We have tried to seek help for our son and brother for decades, and repeatedly bureaucracy, apathy and away.”
