OTT, AI, adtech to digital push: Rajeev Chandrasekhar lays out Modi govt’s plans for third term

Setting out a roadmap for the third term of the Prime Minister Narendra Modi-led government, Minister of State for Electronics and Technology Rajeev Chandrasekhar discussed ad tech policy and OTT rules while addressing a Storyboard18 DNPA conclave. revenue as well as the Artificial Intelligence (AI) Challenge and the 2024 Awards Ceremony on Tuesday.

“Ad tech regulation a top priority for Modi government in third term”

He said the Narendra Modi government will prioritize ad tech policies and regulations to meet the long-term needs of digital news publishers, which have been suffering revenue losses from big tech companies.

“We are concerned that there is a serious asymmetry between content creators and those who can help them monetize it. From a policy-making perspective, we want the Internet to be open, and we certainly don’t want monetization on the Internet to be “We are very clear that we don’t want monopolies and duopolies in this space… We certainly don’t think that by 2025, our internet will be used by 1.2 billion Indians, And these internets should be catered for by the big islands on the island. The internet could be e-commerce, search, social media or ad tech. That’s the fundamental principle that guides how we as a government approach this issue.”

The minister highlighted how the pre-consultation draft of the Digital India Bill addresses the apparent asymmetry between digital publishers and big tech companies. “Big tech platforms are the gatekeepers for content monetization and this asymmetry needs to be legislated, or at least regulated through newly legislated rules. I hope this will be a priority for Narendra Modi when he returns to office this year mission,” added Chandrasekhar.

The minister also addressed the concerns of stakeholders regarding OTT regulations. He points out that those who think IT rules are arbitrary or far-reaching do not analyze the rules well. “If you read the rules, you will see that the rules are absolutely clear, simple and consistent guardrails to protect consumers. We have specified 11 categories of illegal content that should not appear on any platform because they are not only illegal under the IT Act, And it is also illegal under criminal law. For example, CSAM (child sexual abuse material). No one can argue that banning the publication of child sexual abuse material on any platform or on the internet has far-reaching consequences,” he said.

“Just because you go online doesn’t mean the laws of the country don’t touch you,” the minister added.

“Fear technology as you fear the inevitable”

Chandrasekhar said that the Indian government is actively addressing the obstacles and challenges of artificial intelligence while recognizing the benefits of artificial intelligence. “I don’t think we should be afraid of technology. It’s like fearing the inevitable. Artificial intelligence is the greatest invention of our lifetime. Our focus should not be on resisting this change, but on making the most of it,” he added Dao, “As far as artificial intelligence is concerned, the progress in the past few years has been huge. Artificial intelligence will inevitably profoundly shape, change and transform our lives, redefining what we consider normal life.”

He believes that the focus should not be on resisting the changes that AI will bring to the ecosystem, but on utilizing it intelligently. “We need to build guardrails and instil responsibility for the platforms that provide AI solutions to ensure the security and trust of these platforms. Whether you are a large tech company from the United States or elsewhere, a company in India, or a small or large entity, you provide Products delivered to our consumers must be safe and reliable. The Internet cannot be a testing ground. Things consumed by consumers must be tested and safety prioritized before they go online,” he said.

“We must have legislative guardrails to ensure platforms are responsible for the content they make available for people to use. This is a shared goal for anyone who wants the internet to be strong, healthy and profitable rather than becoming a toxic place,” the Minister explain.

“Policy development and governance enablers for successful entrepreneurship”

Chandrasekhar said the Modi government is committed to promoting digital innovation and will continue these efforts during his third term. “All of us are now aware of the transformation that has taken place over the past decade. We can observe significant changes in almost every aspect of life. Especially in the digital and technological fields, the transformation is staggering. This transformation is significant and in line with our Prime Minister’s vision. We are committed to protecting and promoting this evolution in the days ahead,” he said.

Chandrasekhar said: “In essence, our Prime Minister’s well-thought-out policies over the past decade have been about supporting and empowering talent and promoting success through initiative and hard work, principles that have continued to yield positive results. “

The biggest challenge, the minister said, is to truly bring the Indian talent pool up to global standards. “This is both a challenge and a goal. We need to aim for this in areas such as semiconductors and artificial intelligence. It is no longer enough to be an engineer or have a master’s degree or even a few years of experience; you really need the ability to research and innovate . Research and innovation should be integrated into your colleges, universities and workplaces,” he said.

Chandrasekhar said the $12 billion in seed funding for research and innovation announced in the Budget is an example of the importance the Prime Minister places on shaping and inspiring the potential of India’s youth who are striving to reach global standards.
