Lieutenant Governor’s Sainik Sahanta Center established for the complaint redressal of soldiers

The Lieutenant Governor of Jammu and Kashmir has approved the establishment of a dedicated institutional system, Lieutenant Governor’s Sainik Sahanta Center (LGSSK), a dedicated institutional system to assist and address civil complaints to serve soldiers from the Indian Armed Forces and Central Armed Police Forces. The center formed under the Government Order No. 933-JK (GAD) of 17.07.2025 of 2025 is to provide systematic grievances redressal support to soldiers who are either posted in the center of Jammu and Kashmir or are originally related to UT and are serving in other parts of the country.

Acting as a soldier’s aid and contact cell, will serve as a single-window platform to receive, assess and make solutions to complaints presented by center soldiers. It will also arrange appointments with the concerned civil or police officers at the district level, follow pending matters, maintain a demonstration dashboard for monitoring, and submit a quarterly performance report to the Honorable Lieutenant Governor. The Center will start operations immediately from its offices at the Civil Secretariat in both Jammu and Srinagar.

To support LGSSK’s functioning, the Department of Information Technology will provide each two officers in Jammu and Srinagar, with data entry, case tracking, file maintenance and communication efficient, essential computer systems and associated hardware. The Estate Department has been directed to provide appropriate housing for the center at both secretariat locations.

In addition, for the operation of the Center, the following officers are nominated in addition to their duties: Shri Prasanna Ramaswamy ji, IAS, Secretary of Government, Department of Tribal Affairs; Mr. Aflak Ahmed, JKAS, Secretary to the Government, Revenue Department; And Mr. Abhimanyu Singh, JKAS, Resident Commission, J&K Sarkar, Manager-cum-Potocol Officer at New Delhi.

The establishment of the Sainik Sahanta Center of the Lieutenant Governor confirms the commitment of the UT administration to maintain the welfare and dignity of the service of soldiers by ensuring timely and structured redressal through an institutional platform.
