Land record digitization; A challenging yet important task: Chief Secretary

Srinagar, May 23: Chief Secretary, Atal Dullu, Digital India Land Records Modernization Program (DILRMP) presided over a meeting to assess a meeting, requested the Revenue Department to work towards dealing with large-scale digitization task head-on and completing it within the stipulated time.

Apart from the Financial Commissioner, Revenue (FCR), the meeting was attended by Commissioner Secretary, IT; Secretary, Revenue and Director, Land Record.

The Chief Secretary reviewed the progress on all components, including digitization of the zambandis, vakarita/digitization of cadustral maps, modernization of record room, scanning the previous record and updates of pending backlog mutations.

Dulloo emphasized the department to increase the capacity of additional employees provided to them. He asked to ensure that the record was recorded correctly without any error. He said that the primary objective of this program is to provide efficient system to citizens and after completion, people should not have any complaints about the accuracy of records.

FCR ACS, Shalen Kabra, highlighted various achievements achieved so far. He said that most of the conditions were already done to take the remaining work of modernization in a mission mode. He said that in addition to paperless registration at the end of the program, there will be a real -time update of records, UT districts will also have a reality.

Secretary Revenue, Kumar Rajiv Ranjan reported the meeting about the progress made so far, revealing that Nick-JK has developed software for the real-time update of digital entry, mutation and Jambagis.

He further said that pilot projects in Khairi Dadial (Nagrota Tehsil) and Chak Wahab Deen (Suchetgarh Tehsil) have demonstrated proof-off-concept. To accelerate digitization, each district will deploy 100 master trainers with 43 already trained.

It was also discovered that major initiatives included integration with the National Generic Document Registration System (NGDRS), real-time auto-updated records of rights (ROR) (ROR) (ROR) (RR) (ROR) (ROR) (ROR) (ROR) (ROR) (ROR) from Jackga for public access and training and hosting.

While the Legacy Document is continuing digitization and is being uploaded on the LRIS portal, 207 is waiting for the physical infrastructure funding clearance for modern record rooms (MRS). Once completed, these facilities will offer compact storage, operational efficiency and digital access systems at all tehsil headquarters of UT.

To streamline civil verification, the base linkage with land records is being executed, causing separate Ulpins for various land patches found under public and private use. It was further stated that on the basis of integration with PM-farmer data, priority will be given to the already supported land parcel with this basis numbers. The remaining beneficiaries were later asked to be enrolled during the Kisan Registry Camps held in the villages.
