President Joe Biden says the United States plans to help resolve the humanitarian crisis in Gaza.

The president said he was directing the U.S. military to lead an emergency mission to build a temporary dock in the Mediterranean off Gaza’s coast that could accommodate large ships carrying food, water, medicine and temporary shelter. There would be no American boots on the ground. The temporary terminal will allow a significant increase in the amount of humanitarian aid entering Gaza every day.

Israeli officials said they welcomed the initiative and that Israel would take all necessary measures to help the United States. Israeli officials also cheered the president’s remarks that the current crisis began with the massacre of 1,200 people – the deadliest day since the Holocaust.

But Israelis are less than happy with the president’s insistence that Israel must change its Gaza policy.

The president said Israel must also do its part. Israel must allow more aid into Gaza and ensure humanitarian workers are not caught in the crossfire. Biden stressed that humanitarian aid cannot be a secondary consideration or a bargaining chip — protecting and saving innocent lives must be a priority. He said the only real solution was a two-state solution.

Just hours before President Biden spoke, Israeli Prime Minister Benjamin Netanyahu reiterated his intention to continue the war even into Rafah, a city on the border with Egypt that is home to more than a million Palestinians Escape from the fight.

“We will continue until we achieve total victory,” Netanyahu told the new officers. “That includes Rafa.”

Israel claims that Hamas leaders, including Yahya Sinwar, are hiding in tunnels below Rafah and may be surrounded by some of the hostages still in Gaza.

The United States has been trying to broker a ceasefire and hoped to do so before the start of the Muslim holy month of Ramadan next week, but that now looks unlikely.
