Inside Mumbai’s Arthur Road Jail: Where Mehul Choksi will stay after extradition

Fugitive diamantaire Mehul Choksi is set to return to India after a Belgian court approved his extradition in the Punjab National Bank (PNB) fraud case. According to News18, he will be housed in Barrack No. 12 of Mumbai’s Arthur Road Jail, a high-security facility that has previously housed high-profile prisoners, including 26/11 terrorist Ajmal Kasab. 1. Exclusive Barrack No. 12 Choksi’s barrack is spread over 46 square meters and includes two cells and a private toilet. The area has been renovated to meet European Committee for the Prevention of Torture (CPT) standards, addressing human rights concerns previously raised by their lawyers. (Image: News18)

2. Bright and airy place. The cell has four windows for natural light, three fans, six hanging lights and proper ventilation, ensuring a comfortable environment while maintaining safety.

3. En-suite bathroom and facilities. For hygiene and privacy, the cell includes an en suite bathroom with full facilities. (Image: News18)

4. Round the clock security Security personnel will be deployed 24 hours outside the cell. ANI reported that a mobile jammer has been installed at the beam level, and a CCTV camera has been installed near the ventilator to ensure constant monitoring. Choksi will be taken out only for court appearance or medical needs. (Image: News18)

5. Daily exercise A long walk area outside the gym allows Choksi to exercise daily, ensuring that physical activity is not restricted during his stay.

6. Mental Wellness Support The barracks have clean bedding, daily newspapers, board games and yoga sessions. He will not be kept in solitary confinement, providing mental health support during his incarceration.

8. Legal context of extradition. The Belgian court confirmed that Choksi’s alleged crimes – which include fraud, corruption, forgery and criminal gang participation – are extraditable under Indian law (IPC sections 120-B, 201, 409, 420, 477-A) and the Prevention of Corruption Act. Belgian law also recognizes the seriousness of these crimes.
