New York:

India has strongly condemned countries that use their veto power to block the United Nations Security Council’s (UNSC) evidence-based list of terrorists, saying such an approach is unnecessary and carries double implications on the Council’s commitment to addressing the challenge of terrorism.

“Let us turn to those affiliated bodies that inhabit the underworld, with their own customized working methods and obscure practices that find no legal basis in the Charter or in any Council resolution. For example, While we do understand that the decisions of these committees on listing, the decision to deny a listing request will not be made public,” India’s Permanent Representative to the United Nations Ruchila Kamboi told a meeting of the United Nations Security Council.

“This is a disguised veto, but it is actually a more impermeable veto that really deserves discussion by the wider membership. A real effort to stop terrorists targeting global sanctions without giving any justification.” The evidence-based listing proposal is unnecessary and carries double meaning. It involves the Security Council’s commitment to address the challenge of terrorism,” she added, appearing to be a veiled attack on China.

Earlier last year, India and the United States submitted a proposal to the United Nations Security Council (UNSC) 1267 Al Qaeda Sanctions Committee to designate Al Qaeda for its involvement in the 26/11 Mumbai terror attacks that killed 166 people and injured over 300 others.

China has effectively blocked a proposal to designate Pakistani Lashkar-e-Taiba (LeT) terrorist Sajid Mir as a global terrorist. For a proposal to be adopted, consensus among all member states is required.

Kamboy, Permanent Representative of India to the United Nations, believes that the election and decision-making power of the chairpersons of subsidiary bodies must be through open procedures and strive for transparency.

“The selection and assignment of pseudonyms to chairpersons of subsidiary bodies must be carried out through an open, transparent process based on detailed consultations and a more comprehensive perspective. The consensus reached by the ten countries on the chairing of subsidiary bodies, which is assumed by the E-10 itself, must be endorsed by the P-5 Absolute respect,” she said.

“As one of the largest troop contributors, my delegation would like to reiterate that in order to better implement peacekeeping mandates, the concerns of troop and police contributors should be taken into account. There is a need to review the Security Council agenda and delete outdated and irrelevant items from the Security Council agenda ,” she added.

India also reiterated its call for reform of the United Nations Security Council and asked those countries that are blocking the revision of the permanent membership to contribute to adapting the Security Council to the 21st century.

Mr. President, as threats to international peace and security continue to evolve, so must the Security Council. We ask those who stand in the way of progress on this important issue to heed the calls for real reform and contribute to making the Council truly fit for the 21st century. Thank you,” Camboje said.

“It is also important to point out that working methods do not exist in isolation, as they are organically linked to other groups, including relations with the General Assembly and discussions on the veto. Therefore, unless we address the issue as a whole, a piecemeal approach There is no holistic solution,” she said.

“When we discuss working methods, we also see that there is a gap in equitable representation in the Security Council between five and 10 members. So what we need is a Council that better reflects contemporary realities and geographical and development diversity “The voices of today’s multipolar world include the voices of developing countries and unrepresented regions such as Africa, Latin America and the vast majority of Asia and the Pacific. To this end, expanding the number of members of the Security Council in both categories is absolutely necessary,” she added.

“Mr. President, as threats to international peace and security continue to evolve, so must the Security Council,” Kamboy said. “We ask those who stand in the way of progress on this important issue to heed the calls for real reform and work to make the Security Council truly adapt to the goals of the United Nations.” 21st century. “

She insisted on the effectiveness of the United Nations in international peace and security and said the debate on working methods remained extremely important.

“As a United Nations body responsible for the maintenance of international peace and security, the debate on working methods remains extremely important, particularly in the context of Ukraine and Gaza. Therefore, the question of the extent to which the Security Council has played a role can be firmly established in Seizing the ground for peace and security based on the past is a larger issue that Member States need to think about collectively in their collective reflection.”

“With regard to the Security Council’s engagement with the wider membership, one of the effective ways to achieve this goal, in accordance with Article 24 of the United Nations Charter, is to discuss the Council’s reports in the General Assembly. However, despite the long-standing lack of support for analytical reports Long requested, these remain merely factual markers indicating the number of times the Council has met or the total number of debates held,” she added.
