Shimla, Oct 25 (IANS) The Himachal Pradesh Cabinet chaired by Chief Minister Sukhwinder Singh Sukhu on Saturday decided to allow the Transport Department to issue necessary permissions for converting 1,000 existing diesel and petrol taxis into electric taxis with the provision of 40 per cent subsidy under the Rajiv Gandhi Self-Employment Scheme.
The Cabinet also approved increasing the honorarium of Special Police Officers by Rs 300 per month from April 1 and this will benefit 510 people, including 107 people from tribal areas. The Cabinet gave retrospective approval to increase in honorarium of SMC teachers, IT computer teachers, midday meal workers and part-time water carriers by Rs 500 per month with effect from April 1.
It approved the proposal to streamline the implementation and efficient monitoring mechanism of Natural Farming Khushal Kisan Yojana and HP Crop Diversification Project (JICA-Phase-II) in the State. This mechanism will go a long way in promoting synergy between the Departments, SPNF and JICA, besides ensuring efficient administration and execution of the projects with expected results under the major programmes. The Cabinet decided to constitute a Cabinet sub-committee under the chairmanship of Revenue Minister Jagat Singh Negi to finalize the draft Rural Area Development Guidelines to be adopted by Gram Panchayats as model bylaws to regulate construction activities in rural areas.
Rural Development Minister Anirudh Singh, Urban Development Minister Vikramaditya Singh and Town and Country Planning Minister Rajesh Dharmani will be members of this cabinet sub-committee. It also approved the inclusion of 19 sports in the list of sports which qualify meritorious sportspersons for appointment to Group A, B, C and D posts and services under government departments, boards, corporations, etc.
The Cabinet approved creation of a separate and distinct state cadre for Junior Office Assistant (IT) under the Directorate of Recruitment by creating 300 posts as Job Trainee in the first phase. Approval was given for the construction of Nahan Medical College on the newly selected land for the expansion of this college. The Cabinet agreed to grant retrospective permission for new postgraduate and super-specialty courses to regulate admissions to these courses in the Department of Medical Education and Research.
It also approved amendment to the scheme to set up ground mounted solar power projects with interest subsidy for genuine Himachalis. The scheme will now be named Rajiv Gandhi Self-Employment Solar Energy Scheme to set up ground mounted solar power projects of 100 kW to 2 MW with interest subsidy in tribal and non-tribal areas. Five percent interest subsidy will be provided by the government for setting up solar power projects ranging from 100 kW to 2 MW in tribal areas, while a provision has been made to provide four percent interest subsidy in non-tribal areas.
The Cabinet approved to amend the Himachal Pradesh Town and Country Planning Rules, 2014 with respect to the Scheme of Special Assistance to States for Capital Investment for 2025-26.
