Dubai:
Palestinian Islamist group Hamas has received a draft proposal for Gaza truce talks in Paris that would involve suspending military operations and exchanging Palestinian prisoners for Israeli hostages, a senior source with knowledge of the talks said on Tuesday.
According to a statement provided to Reuters by sources, the draft proposal for the first phase of the agreement will last for 40 days and the overall ratio of prisoners to hostages exchanged will be 10 to 1.
The proposal also includes:
* Both sides completely cease military operations.
* Aerial reconnaissance operations over Gaza will be suspended for eight hours a day.
* All Israeli detainees, including women, children under 19, the elderly 50 and over, and the sick, must be released in exchange for the specific number of Palestinian prisoners listed below.
* In exchange for 40 detainees in the humanitarian category, approximately 400 Palestinian prisoners will be released, based on a ratio of 10 prisoners to 1 hostage.
* The gradual return of all displaced civilians (except men of military service age) to the northern Gaza Strip.
* Once the first phase begins, Israel will redeploy its forces away from densely populated areas of the Gaza Strip.
* Commitment to introduce 500 trucks per day to deliver humanitarian aid.
* Commitment to provide 200,000 tents and 60,000 caravans.
* Allow for the rehabilitation of hospitals and bakeries in Gaza, including immediate access to necessary equipment and the provision of fuel for these purposes in agreed quantities.
* Israel agreed to the entry of heavy machinery and equipment to clear rubble and assist with other humanitarian purposes, and to provide the transportation of fuel needed for these purposes in agreed quantities, subject to increases over time. Hamas has pledged not to use these machines and equipment to threaten Israel.
* It is understood that the arrangements reached in the first phase do not apply to the second phase and will be negotiated separately in the future.
