An employee at a Refugee Hotel where a resident killed himself was a “not properly” trained to deal with the weak, a coroner ruled.

The Crown Lodge then outsourced the hotel staffing to a third company, Baker Hoffman Facility Management Limited, which was without knowledge of government officials responsible for the supervision of ClearSpring’s contract.
Shri Perera Classes came from Spain on 4 August 2023 by plane to Britain and claimed asylum on arrival. He was taken to Sussex Hotel on the same day and provoked deadly wounds on himself.
Former residents of the hotel told the inquiry that they saw that Shri Perera Vargas became increasingly uncertain and crazy during his time, reporting that he would regularly block his door and express concern about microphones in his clothes. His former roommate was taken to another room after Shri Perera was worried about the behavior.
But these signs were remembered by insufficient trained staff, who were tasked with the task of conducting welfare investigations of the migrants.
Under their contract with the home office, all employees require cleverprings to ensure that those who interact with asylum seekers are trained in areas including safety and suicide awareness.
Steven Lake, Managing Director of Clearspringes, the court stated that the company came to rely on the subcontinent as an emergency to cope with an unexpected rapid growth in the arrival of the small boat shortly before the Koronwirus epidemic.
The court heard that the home office and Clearspringes trusted the assurance of the Crown Lodge that the employees were trained. The Crown Lodge told the inquiry that he depended on the same assurance as Baker Hoffman – but did not seek copies of the certificate as further verification.
Baker Hoffman’s onsite staff – responsible for checking the welfare of the resident once a week – “were not properly trained,” the coroner concluded.
A staff member, who conducted any formal training before the death of Mr. Perera Classes, had not received any formal training.
The member of this staff recorded various ways that Mr. Perera Classes had “no problem” and “in good condition”, which was concerned with his growing pair with testifies of many fellow residents.
Assistant Coronor Michael Spencer expressed doubt whether the employees actually described all their checks as described. On 25 September, a welfare inquiry was registered with Shri Perera Classes to be “face to face”, despite showing the record that he had left the hotel the previous day in an attempt to escape from Britain, and did not return to 26th.
The court was also told that the hotel staff did not book the mental health GP appointment requested for Shri Perera Classes on September 11 when he told him that he had not slept for three days, until two weeks later – although he had wrongly logged in the same way that he had done the same. When Shri Perera Classes finally received a lesson from GP to arrange the appointment, he replied in Spanish that he had no mental health problem.
Koroner said that “it is possible that these factors contributed cumulatively [Mr Pereira Vargas’s] Fall and death ”, in addition to your experience of trauma in our country, a sense of separation in the hotel, and frustration to leave the UK.
Koroner said, if there is better welfare investigation and assistance in reaching a GP, it is possible that Mr. Perera Classes has been engaged and given treatment, the coroner said, although it may not be certain.
He concluded that Shri Perera classes died of extreme concern and crisis as well as self-affected injuries, but it was not possible to conclude whether he intended to take his life.
Bhatt Murphy’s Becky Hart, who worked for the family of Shri Perera Vargas, said: “The house office has failed to ensure that the frontline employees in the residence of the refuge have been trained in the safety and suicide awareness of the proactive system to ensure that”, saying that it is a real and clear risk for life.
Dame Karen Bradley, Ki Chair House work -flying committeeA group of MPs who are currently investigating asylum contracts, said: “We are deeply concerned about what the conditions of this tragic death reveal what the operation of asylum housing contracts.
“These contracts come at a lot of cost for taxpayers. Also expect the facilities to run properly and high standards of appropriate inspection. This applies whether the services are subtract or not.”
A home office spokesperson said: “It was a tragic event and our views are with the family and friends of Shri Vargas. The health and safety of asylum seekers is a priority and our providers maintain high standards and follow the standard procedures installed for safety, safety and goodness of those we adjust.”
A spokesperson of the Crown Lodge said: “We are very sad about the incident that happened. Out of respect for the person and his loved ones, we will not comment further.”
Baker Hoffman has stopped trading and no longer provides home office housing. During the interrogation, a lawyer working for him said that Mr. Perera was seen by GPS, who did not give any reason for concern about his mental health, and Mr. Perera Classes also rejected help from mental health services.
Clearsprings refused to comment.
