New Delhi, Oct 24 (IANS) To maintain a level playing field in the Bihar Assembly election campaign, the ECI on Friday directed candidates and parties to clearly mention on videos and images whether these are artificially generated or AI-altered.
Advising to use such content responsibly, the poll panel stressed the need for strict compliance by all political parties with the due diligence obligations and content-related responsibilities prescribed under the IT Rules, 2021 to ensure a fair and transparent electoral process.
To guard against deep fakes, the ECI advised parties and candidates not to publish or forward any material which is unlawful and misrepresents the identity, appearance or voice of any person without his consent and is likely to mislead or deceive voters.
“Any artificially generated or AI-altered image, audio or video used or transmitted for campaign purposes must have a clear, prominent and legible label such as ‘AI-generated’, ‘digitally enhanced’, or ‘synthetic content’, covering at least 10 per cent of the visual display area (or the initial 10 per cent of the span for audio content). The ECI said such content would have to prominently disclose the name of the entity responsible for its creation in the metadata or accompanying caption.
The poll panel also warned candidates and parties that any material violating this advisory would have to be removed.
“Any instance of artificially generated or AI-altered image, audio, or video, misinformation, or manipulated content… found on the official party handle will be removed within 3 hours of being noticed or reported.”
Earlier, the ECI had announced paid holidays for employed voters on the two polling days for the Bihar Assembly elections and warned employers that they would have to pay a fine if they deduct the salaries of their employees for absence on November 6 and 11.
The result of the election for the new assembly with 243 seats will be declared on November 14.
