In a written reply to Congress MP Shashi Tharoor, Minister of State for Commerce and Industry Jitin Prasad said the Department for Promotion of Industry and Internal Trade (DPIIT) constituted an eight-member expert committee on April 28, 2025, to examine the impact of generative AI on copyright law.
The Committee is tasked with analyzing issues arising from the use of copyright works in AI systems, evaluating the adequacy of existing legal provisions, and recommending changes where necessary.
According to the government, Part I of the committee’s working paper has already been published and focuses on the use of copyrighted material for training AI models, with stakeholder consultation currently underway.
Part II, which is still under consideration, is expected to deal with unresolved questions related to authorship, ownership and copyrightability of AI-generated content.
The government clarified that the review process is ongoing and any future legal or policy action will be based on the final recommendations of the committee.
