SIR exercise in West Bengal to be conducted with complete transparency: CEO

Kolkata, Oct 28 (IANS) Chief Electoral Officer (CEO) Manoj Kumar Aggarwal on Tuesday assured that the special intensive review (SIR) exercise in West Bengal, the ground work for which will begin on November 4, will be conducted with complete transparency and there will be no scope for confusion.

Addressing the media, Agarwal said, “The time for SIR in Bihar was very limited. But in West Bengal we have enough time to practice, so there will be no scope for confusion.”

He said the increase in the number of voters compared to 2002 is normal as many names have been transferred. The upcoming house-to-house survey will begin on November 4, during which booth level officers (BLOs) will visit every household to distribute and collect enumeration forms.

“All the information will be uploaded to the BLO app and compared with the 2002 voter list. SIR will be conducted based on that. Each voter will have a unique QR code,” the CEO said.

Aggarwal also clarified that voters whose names – or even their parents’ names – were listed in the 2002 voter list will not be required to submit any additional supporting documents to retain their names in the updated list.

He assured, “If any voter’s name is left out during the SIR process, a notice will be issued and a hearing will be held. No valid voter’s name will be left out. The entire process will be 100 percent transparent.”

Emphasizing that this is not the first SIR conducted in India, Aggarwal appealed to citizens not to panic about the exercise. “In today’s all-party meeting, I requested all political parties to appoint their Booth Level Agents (BLAs) for the vetting exercise. The BLOs will have regular interactions with BLAs of all political parties to ensure impartiality and coordination,” the CEO said.
