Madhya Pradesh increases rent penalty for encroachers up to thirty times

Bhopal, Oct 28 (IANS) To reclaim government-owned housing from unauthorized occupants, the Madhya Pradesh Cabinet has approved a stringent penalty framework.

State Urban Development Minister Kailash Vijayvargiya said here on Tuesday that the amended rules now allow imposition of fine up to 30 times the standard rent for unauthorized possession.

The Cabinet has amended the Government House Allotment Rules, 2000, which is applicable to retired government employees holding houses illegally in Bhopal.

Under the new provisions, retired government employees can keep their allotted accommodation on regular rent for the first three months after retirement.

Ten times the normal rate will be charged for the next three months. After this period, penal rent will apply, and eviction proceedings will be initiated.

Minister Vijayvargiya said that Rule 37, which governs eligibility and license fee rates based on pay scale, has been amended.

The penal rent for unauthorized possession has been increased from ten times to thirty times the standard rate, with a progressive increase of 10 per cent every month.

Earlier, government employees were allowed to retain their residence for three months in case of resignation, separation from service or becoming ineligible for any other reason. After this grace period, penal rent will apply and eviction will occur.

Under the new rules, in cases of transfer outside Bhopal, employees will be able to retain their residence for six months at the normal rate. Similarly, retired people are now allowed to stay for six months on regular rent.

Separately, Chief Minister Mohan Yadav addressed the Council of Ministers at the Secretariat on Tuesday, announcing a series of programs to mark Madhya Pradesh’s foundation day on November 1.

Celebrations will be held in the capital and districts, along with a development exhibition highlighting key achievements of the last two years.

Lal Parade Ground and Rabindra Bhawan Complex will serve as the central venue.

On November 1, Rabindra Bhawan will host an exhibition showcasing milestones in investment promotion and the outcomes of the Global Investor Summit. The launch of digital platforms like Madhya Pradesh e-Services and Invest MP 3.0 portal is also scheduled.

The presentations will highlight initiatives under the Year of Industry and Employment 2025, and the theme of 2026 will be unveiled.

A vision document titled “Prosperous Madhya Pradesh @ 2047” will be released outlining the aspirations of a happy, prosperous and culturally vibrant state.

The play “Samrat Vikramaditya” will be staged at the Red Parade Ground, and renowned playback singer Jubin Nautiyal will perform.

Chief Minister Yadav emphasized that the vision document focuses on Mission “Gyan” – a holistic development agenda that focuses on the poor (Garib), youth (Yuva), farmers (Annadata) and women (Naari).
