Patna, October 8 (IANS) The announcement of Bihar’s voting dates by the Election Commission has set a platform for the biggest election battle of the year and has also strengthened political activity in the state.
Model Code of Conduct (MCC) came into force on Monday with the announcement of dates and now ECI has issued directions for strict implementation of pole code in the state.
Since the MCC, along with the Center, restrictions from any policy announcements to the Bihar government, ECI has also issued directions to the Chief Secretary and Chief Electoral Officer of Bihar in this regard.
The Commission has directed to ensure strict compliance with instructions, removal of displacement from government, public and private property, misuse of official vehicles or misuse of government housing by any political party and ban on issuing advertisements at the cost of public treasury.
“The privacy of the citizens should be respected, with no demonstrations or picketing outside the private residence. The land, buildings, or walls will not be used for flags, banners or posters without the owner’s consent,” said this.
Pol body has also set up a complaint monitoring system, including a call center number 1950 which can be lodged by any member of the public or political party, which is related to DO/RO. This system has been operated on 24×7.
Citizens/political parties can also report MCC violations using the CG-Vigil app on ECINET. To ensure that complaints are included within 100 minutes, 824 flying squads have been deployed across the state.
The Commission further directed that the transfer of all officers/officers associated with the conduct of elections will be banned.
Officers at all levels are directed to function impartially in implementing MCC, to ensure similar treatment of all parties and prevent misuse of official features.
The EC said in a release, “Public places such as plains and helipads should be equally available to all parties. The feature module has been activated on the ECENT where political parties can apply for the use of public places that should be allocated on the basis of first come first paos.”
The poll panel has directed political parties to inform the police in advance, if they want to meet any procession or party meetings so that the local people do not face inconvenience and do not kneel the traffic.
This has advised the minister not to add official duties with the electoral or use government machinery, transport or personnel for the purposes of the campaign.
