Chief Secretary reviews readiness for the Awards 'Sampornata Samman'

Srinagar, July 26, KDC: Chief Secretary, Atal Dullu today chaired a high-level meeting of the Department of Planning to review the preparation of ‘Sampornata Abhiyan Samman Samaroh’ in the upcoming center area.

The event is being organized for districts and blocks, which have shown exceptional performance in achieving saturation under nationwide Sampornata Abhiyan.

The meeting was attended by Additional Chief Secretary, Planning Department, Dr. Ashish Chandra Verma participated; Director General, Economics and Statistics; Director, Plan; And other senior officials. Deputy Commissioners from aspirational districts participated through video conferencing.

During the meeting, the Chief Secretary also prepared for the district-level felicitation events being organized to honor the frontline workers and block-level officers, which played an important role in the implementation of the program. He personally interacted with deputy commissioners, reviewed their progress and directed them to ensure proper arrangements and dignified conduct of these events.

Dulu reviewed the overall performance of districts and blocks under Aspirational districts and Aspirational Block Programs. He assessed the national level ranking, the major indicator saturation status, and appreciated the notable efforts of the administrative machinery. He emphasized the need for continuous progress and concentrated intervention to ensure long -term development.

Highlighting the impact of the three-month Sampornata Abhiyan campaign (4 July-30 September 2024), the Chief Secretary appreciated the efforts of the officers and the field teams. The campaign launched by NITI Aayog focused on obtaining 100% saturation in the six important indicators spread in health, nutrition, education, agriculture, infrastructure and livelihood.

Providing a detailed observation, Dr. Ashish Chandra Verma informed that the aspirational districts of both Jammu -Kashmir Baramulla and Kupwara have received saturation in all the six major indicators. Based on the performance, the beliefs in the size of the gold medal will be honored to the DDC of aspirational districts, who saturated all the six indicators including Baramulla, Kupwara, Bandipora, Kulgam and Rasi. In addition, silver medals were proposed for DDC of five indicators for DDC of Rajouri district to achieve saturation in three indicators and silver medals for DDC of Pulwama, Ramban and installment districts with a copper medal.

Among the aspirational blocks, Tulle, Singhpora, Manzgam, Keran and Thcarkote have completed complete saturation. Three other Marwa, Khari and Ichegoza have saturated five indicators, while Khwas achieved saturation in three.

Improvements were also recorded in remarkable performance. ICHEGOZA (Pulwama) improved its overall score in +9.13 points by reaching rank 2 in March 2025. Tular (Bandipora) increased the +6.66 points, securing rank 8 with a score of 68.90.

The campaign identified about 12.64 lakh people to about 10.3% of the people, 10.3% of the 44 people who identified backward blocks, progressed in areas such as agriculture, health, education, water supply, irrigation and power infrastructure.

To honor these achievements, Sampornata Abhiyan Samman Samaroh will recognize the District Development Commissioners, Block-level officers and frontline workers.

For the successful conduct of the event, NITI Aayog has sanctioned Rs 10 lakh for UT-level function and Rs 5 lakh in each district for organizing district-level felicitation programs in each district.

A major attraction of the event will be launched by one week initiative “Akanakasha Haat” with the aim of showing local innovation and entrepreneurship. NITI Aayog has provided an additional Rs 5 lakh per district to support this initiative in aspirational districts of the country. (KDC)
