ACB files Chargesheet against East-Zo Tangdhar, for other ₹ 8.3 lakh scholarship scam

The Opposition Bureau of Corruption on Thursday presented a charge sheet against the then Zeo Tangdhar Kupwara and other officials, which during 2010-2011 for Pahari speaking and misuse of Scholarship Fund for Gurjar Baker’s students.

The investigation conducted has revealed that more than 600 fictional names of students belonging to the category of Pahari speaking in the scholarship disbursion registers were made by the accused persons, on which the name fund was withdrawn and incorrectly withdrawn. Whereas 150 fictional names of students belonging to Gurjar and Bakerwal category were made by the accused individuals in the scholarship disbursement registers, on which the name Fund was shown fraudulently, but was incorrectly shown.

Investigations also revealed that the Zeeo and other officials signed the use certificate / expenditure details of both the Pahari and the Gurjar-Bekarwal scholarship, misleading them with the then MLA Tangdhar and the Member Advisory Board, misleading them with frauds that the scholarship was distributed only among the Bonafide students.

The investigation conducted has also revealed that one of the accused, Junior Assistant Mohammad Ashraf Paswal, has received an amount of 5,00,000 directly, which has been maintained in his personal account in the Jammu -Kashmir Bank branch Tangdhar and later withdrew to cash in ten installments of ₹ 50,000 and then incorrectly. It is appropriate to mention here that ACB has already charged Mohammad Ashraf Paswal, who is a junior assistant in the office of Zonal Education Officer Tangdhar, who is going through a trial before the Honorable Anti-Corruption Court Baramulla.

After the completion of the investigation and after receiving the approval of prosecution against the accused public servants, the charge sheet and others were presented before the Honorable Court of the Adel Special Judge against all the four accused persons including the then Zeo Tandagar Kupwara, which was presented to the anti-performance Baramullah for judicial determination. All the accused persons were presented before the Hon’ble Court with challan in custody and were released on individual bonds.

The next date of hearing has been fixed by the Hon’ble Court for 10-09-2025.
