CS chairs get SLSC; Approves 75.80 CR AAP for watershed development under PMKSY

In addition to assessing the annual action plan for the year 2025-26, a meeting was called to review the implementation of the scheme.
Principal Secretary, Finance presented in the meeting; Secretary, RDD; Representatives of JSD, PWD, Revenue and other concerned officials.

The Chief Secretary paid attention to the concerned for the best use of this scheme for the manufacture of sustainable property in stressed areas of water. He called for community participation in such initiatives so that they could prove to be the most beneficial for him.

He assessed the progressed progress in various districts being covered under this major scheme and emphasized prioritizing tasks that are best suited for special areas. He directed senior officials of the department to continuously travel on sites to evaluate the work being executed under the scheme.

Principal Secretary, Finance and APD Department, Shailendra Kumar, while speaking at the meeting, insisted on inclusion of other minor irrigation works in DPRS so that the water reaches the last areas in these areas. He also suggested measures to make the execution of more transparent and beneficial works for the public on a large scale.

The meeting reviewed the progress and approved proposals under the central sponsored major program with the aim of increasing water conservation, climate flexibility and sustainable agriculture in the UT.

Widely highlighting the scheme, Secretary RD & PR Department, Age Assad said that WDC-PMKSY is the continuity of the first integrated WaterShed Management Program (IWMP), which was presented in PMKSY in 2015-16.

He revealed that under the WDC-PMksy 2.0, several initiatives and infrastructure projects were implemented to promote watershed-based growth. In addition, physical and financial progress has been recorded in various districts, which has special emphasis on the construction of water harvesting structures, ponds and irrigation channels.

Additionally, rainwater harvesting tanks and bunds also form the functions being done under this program for soil and moisture protection, beautification and rejuvenation of water bodies including springs and streams.

An important attraction of the year has been the Watershed Yatra campaign 2025, which was launched by Union Cabinet Minister Agriculture and Rural Development Minister in Kathua district on 5 February.

The campaign underlined the integrated watershed regime and community participation, for which J&K secured 2 rank at the national level for the strategic plan and participation implementation of WDC-PMKSY 2.0.

In alignment with the theme of public engagement, the Janabhari Watershed Cup is ready to recognize 2-3 districts, which demonstrate extraordinary community participation in project execution, the meeting was informed.

In addition, it was divided that as part of a new initiative under the WDC-PMksy 2.0, 300 springs have been allocated to J&K for rejuvenation as pilot projects. In addition, under the national initiative to rejuvenate 50,000 springs, 3,100 more have been temporarily assigned to UT, for which the final project guidelines are awaiting from Doller.

SLSC reviewed and approve the annual action plan (AAP) for 2025-26 with a proposed budget of Rs 75.80 crore, mainly focusing on natural resource management (Rs 42.70 crore), production system (Rs 15.03 crore), consolidation and return claims (Rs 2.15 crore), AAP 2024-24-14-14-14-24-14-24-24-24-14-24-24-24-24-24-24-24-24-24-2424-24-24-2424-24-24-24-24-24-24-24-24-24-24-24-24-24-24-2424 4.15 crore is to be used in the upcoming financial year.

The committee also approved the amendment of the Detailed Project Report (DPRS) to include the new allotted 300 springs and asked for the construction of DPR in consultation with the Water Power Department.

Approved initiative, as concluded in the meeting, is expected to promote permanent agricultural development and inclusive rural development throughout the region.
