A woman feeding pigeons street Arrested and handcuffed in a “ridiculous” incident caught on camera.
Video posted on social media showed the woman, who is in her 40s, being detained by at least six police and parliamentary enforcement officers. Harrow, London, Wednesday.
In video filmed by a passer-by, the woman is seen looking visibly distressed as she is handcuffed and then has her pockets searched on a street in Welstone at around 2.30pm. Two police officers then put her into the back of a police car.
The man who filmed the video repeatedly expressed his anger at the scene, and other passers-by also expressed doubts about the incident, with one saying: “This is ridiculous.”

The local council said the woman “breached a Public Spaces Protection Order (PSPO) in relation to bird feeding” and fined her £100. Anyone who breaches a PSPO must pay a £100 fixed penalty notice or risk prosecution.
Police said the woman was arrested after “repeatedly refusing to provide personal information” when questioned by police, which is an offence.
After obtaining her details, police said she had been released from custody and the matter had been passed to council officers.
spokesperson for the organization Metropolitan Police said: “At around 2.30pm on Wednesday 7 January, officers responding to an incident of anti-social behavior in Wealdstone High Street, Harrow, were approached by local council enforcement officers.
“A woman in her 40s was asked multiple times to provide her name and address for the purpose of issuing a fixed penalty notice. After speaking to officers for approximately 20 minutes, she repeatedly refused to provide her personal details.

“She was arrested on suspicion of breaching Section 50 of the Police Reform Act, which requires people to give their name and address when asked to do so by police.
“Her details were later obtained and she was released from arrest and dealt with by council officers.”
A spokesman for Harrow Council said: “The feeding of the birds breached a Public Places Protection Order (PSPO).
“The individual refused to provide details, which is a criminal offence, and refused to stop feeding the pigeons when asked to do so.
“Our PSPOs are designed to help everyone keep our streets clean and safe and anyone who breaches these rules will face a £100 fixed penalty notice.”
