Ukraine is still seeking clear security guarantees, which Europe has offered to bring forward with a ‘multinational force’ made up of a coalition of willing members and supported by the US.

With “90 percent” of the issues in the draft plan now resolved, according to US officials, Washington finally offered Ukraine security measures based on NATO’s Article 5 clause on collective defence.

It was an unprecedented victory for Kiev, with both Ukrainian and European leaders arguing that guarantees should be made before any talk of a land swap.

Details are still scarce and it is unclear what kind of response the US would commit to if Russia breached the peace. US officials said it is a “platinum standard”, but it will not be offered forever.

Russia still says it will not under any circumstances accept what it calls NATO peacekeepers into Ukraine.

America is optimistic about progress in the region

Ukraine is bound under its constitution not to cede any land, and Zelensky has insisted that he is not willing or able to give up any land demanded by Russia.

The US delegation still believes there is room for movement. An official said after the talks that his side still “feels really good about the progress we have made, including in the area”.

He said Zelensky would now introduce some of the “thought-provoking ideas” produced by the US to his team.

Russia’s deputy foreign minister said on Tuesday that Moscow is not ready to make any concessions on Donbass, Crimea or ‘Novorossiya’, an imperial distinction for lands north of the Black Sea.

Zelensky lauded the progress, but acknowledged in comments to journalists that the issue was “a painful one, because Russia wants what it wants, and we cannot go further than that”.

Ukraine’s future in the EU

US officials said on Monday that Russia would accept Ukraine’s accession to the European Union as part of a deal to end the war.

A senior source told AFP news agency on Friday they could see Ukraine joining by January 2027, but diplomats in Brussels said the idea was “unrealistic”.

The issue remains controversial in parts of Europe, but the bloc would support the move. Top EU diplomat Kaja Kallas Said It said last month that Ukraine’s membership would in itself be a “major security guarantee”.

Sharing Power – Virtually

One of the 28 points included in the original US draft – which was reduced to 20 – was the idea of ​​sharing electricity produced at Europe’s largest nuclear power station.

Russia has occupied the Zaporizhia plant since the beginning of the war.

A US official said after the Berlin talks that they were close to striking a deal that would allow the two sides to share power, although it was unclear how this would work in practice.
