Emphasizing that no dialogue with Pakistan cannot be held unless it decides to eliminate terrorist operators built in his country, Congress MP Shashi Tharoor, who is leading an all-party delegation, said that India understands that the disputes should be resolved through dialogue, but it does not believe in the communication with a gun which is dated.
