Good morning.
A child’s soul knows no boundaries, no flags. We must build a future for our children that is full of potential, security and free will β a world where dreams are realized rather than tarnished by war.
A lot has happened since President Putin received my letter last August. He responded in writing, indicating a desire to connect with me directly and giving details about Ukrainian children living in Russia. And since then, President Putin and I have had an open channel of communication regarding the welfare of these children.
Over the past three months, both sides have participated in numerous back-channel meetings and calls, all in good faith. We have agreed to cooperate with each other for the benefit of all involved in this war. My Representative is working directly with President Putin’s team to ensure the safe reunification of children with their families between Russia and Ukraine.
In fact, eight children have been reunited with their families during the last 24 hours. Every child is living in turmoil because of the war in Ukraine. Frontline fighting caused three to be separated from their parents and displaced to the Russian Federation.
The other five were separated from family members across the border because of the conflict, including a young girl who has now been reunited with Ukraine from Russia. I have learned a lot about this case over the past three months. Russia has demonstrated a willingness to disclose objective and detailed information that reflects the current situation.
The Russian Federation provided biographies and photographs of each child involved in this week’s reunion, as well as an overview of the social, medical and psychological services offered to Ukrainian children. Additionally, I was provided with a detailed report verifying the identity and circumstances of these eight individuals.
The US Government confirms that the facts contained in this document are accurate. It is important to note that the original verification report was prepared jointly by the Human Rights Commissioner of Ukraine in the Verkhovna Rada and the Office of the Russian Presidential Commissioner for the Rights of the Child. As the First Lady, this is an important initiative for me.
It is built on shared purpose and lasting impact. My ongoing mission is two-fold: to optimize the transparent, free-flowing exchange of health information around all child victims of this war, and to facilitate regular reunification of children with their families until everyone returns home.
Additionally, I have also raised concerns about people who were minors when they were displaced by the war, but have since become adults and currently live in Russia. Given the dangers of transiting through this war-torn region, coordinated assistance is needed for their safe return.
According to this, Russia has agreed to reintegrate those people who have turned 18 within a short period of time. Again, this remains an ongoing effort. Plans are already underway to reunify more children in the near future.
I hope peace will come soon. This can start with our children.
Thank you.
