Uttarakhand Passes Minority Education Bill 2025, Madrasa Board ends with 2026

The Madrasa Board will be abolished and a similar law will control all minority educational institutions as Uttarakhand Governor Lt Gen Gurmeet Singh (retired) has given its consent to Uttarakhand Minority Education Bill, 2025.

Chief Minister Pushkar Singh Dhami said on Monday, “With the approval of the Governor, the way has been paved to the law of this bill.”

“Under this law, an authority will be established for the education system of minority communities, which will recognize minority educational institutions,” he said on X.

“This law will definitely help make the education system in the state more transparent, accountable and quality-oriented,” the CM said.

With the implementation of this bill, the Madrasa Education Board Act, 2016, and Non-Government Arabic and Persian Madrasa Recognition Rules, 2019, will end on 1 July, 2026, reading the statement.

After receiving approval from the state cabinet in August this year, the bill was passed during the monsoon session of the assembly held in Geren – the summer capital of Uttarakhand.

The statement said that under the Bill, educational institutions related to other minority communities, such as Sikhs, Jains, Buddhists, Christians and Parsis, will also get the status of minority educational institutions in the state, as well as with people belonging to the Muslim community.

So far, the recognition of minority institutions is limited to the Muslim community only, it has been added.

The statement said that the bill provides for the establishment of an authority that will make recognition compulsory for educational institutions established by all minority communities.

The authority will also ensure that education in these institutions is provided as per the standards set by Uttarakhand Board of School Education and the evaluation of students is fair and transparent.

The CM had earlier stated that “the Madrasa education system had been facing serious problems over the years, including irregularities in central scholarship distribution, irregularities in mid-day meal schemes and lack of transparency in management.”

He said that the bill “would empower the government to effectively monitor the operation of minority educational institutions and issue necessary instructions, which would further strengthen educational excellence and social harmony in the state.”
