US envoy arrives in Israel to strengthen Gaza ceasefire after a major incident

On Sunday, the Israeli military said militants had fired on troops in areas of the city of Rafah that are under Israeli control in line with agreed ceasefire lines.

Hamas, which has been accusing Israel of numerous ceasefire violations, said communications with its remaining units in Rafah had been cut off for months and “we are not responsible for any incidents that occur in those areas.”

The next phase of the ceasefire is expected to focus on disarming Hamas, Israel’s withdrawal from additional areas under its control in Gaza, and future governance of the devastated territory. The US plan proposes the establishment of an internationally supported authority.

In an interview with 60 Minutes over the weekend, Kushner said the success or failure of the deal would depend on whether Israel and international mechanisms are able to create a viable alternative to Hamas. “If they succeed, Hamas will fail and Gaza will no longer be a threat to Israel in the future,” he said.

Meanwhile, a Hamas delegation led by chief negotiator Khalil al-Hayya was in Cairo to follow up on the implementation of the ceasefire agreement with mediators and other Palestinian groups.

Palestinians in Gaza are concerned that the agreement will hold after Sunday’s violence. Monday saw funeral services for some of the dozens killed in Israeli attacks on the Strip. Associated Press footage shows mourners lining up for funeral prayers behind bodies wrapped in white sheets.

“Until matters are resolved, concerns must remain,” said Hossam Ahmed, a displaced person from the southern Gaza city of Khan Yunis.

There are also concerns about how much aid Israel is providing to Gaza, which is part of the agreement.

An Israeli security official said on Monday that aid would continue to flow into Gaza through Kerem Shalom and other crossings after Israeli inspection, in line with the agreement. The officer spoke on condition of anonymity in line with military rules.

In their attack on Israel on October 7, 2023, which sparked the war, Hamas-led militants killed about 1,200 people, mostly civilians, and kidnapped 251 people as hostages.

More than 68,000 Palestinians have been killed in the Israel-Hamas war, according to Gaza’s health ministry, which does not distinguish between civilians and combatants in its count. The ministry maintains detailed casualty records that are generally considered reliable by United Nations agencies and independent experts. Israel has disputed them without providing its toll.

Thousands more people are missing, according to the Red Cross.
