The United States has banned artificial intelligence-generated robocalls amid rising incidents of voice cloning that have defrauded thousands of the country’s citizens.
Misleading audio and visual content created using artificial intelligence is not new, but recent advances in AI technology have made them easier to create and harder to detect.
“Bad actors are using AI-generated voices in unsolicited robocalls to extort vulnerable family members, impersonate celebrities and mislead voters,” the FCC said. “We are notifying the fraudsters behind these robocalls.”
“Voice cloning can lead the called party to believe that a trustworthy person or someone they care about (such as a family member) wants or needs them to take some action that they would not otherwise take,” the statement added.
The move comes after fake robocalls imitating President Joe Biden tried to dissuade people from voting for him in the New Hampshire Democratic primary.
A cease-and-desist letter was sent to the company and a criminal investigation is ongoing, officials said.
“The use of generative artificial intelligence creates new threats to voter suppression programs and campaign seasons, increasing the credibility of false robocalls,” said FCC Commissioner Geoffrey Starks.
The ruling, which takes effect immediately, allows regulators to fine companies that use AI-generated voices in calls or restrict service providers that carry them.
