Ukraine’s parliament on Thursday passed a bill reforming its army mobilization rules as Kyiv tries to raise new manpower to rotate its exhausted troops to fight Russian invaders.

The bill must be signed by President Volodymyr Zelensky to become law. Below is an overview of the impact of these changes.

The bill would require Ukrainian men between the ages of 18 and 60 to update personal data with military authorities, making it easier for recruitment offices to understand who could be drafted in any given area.

By law, men of military age must at all times carry registration documents provided to them by the draft office. Recruiting officers will be allowed to ask to see the document on the street.

The bill proposes financial subsidies for those who voluntarily join the military and sign military contracts. In particular, these bonuses may include certificates for the purchase of a vehicle and financial assistance for a first mortgage.

Other provisions

The bill would abolish compulsory conscription for Ukrainian males aged 18 or older and introduce basic military training for all males starting in September 2025.

A new provision in the bill would allow people convicted of a crime and sentenced to probation to serve in the military. Currently, criminals are prohibited from performing any type of military service.

After all men enlist in the army, they must undergo mandatory training before being sent to combat areas.

In some cases, authorities can impound vehicles of citizens and businesses to satisfy the needs of the military.
