Ukraine to demand $44 billion from Russia for wartime emissions
Ukraine plans to seek about $44 billion (£33 billion) from Russia for damages linked to increased climate-warming emissions from the ongoing war, a government minister said.
The move marks the first time that a country is claiming damages for such an increase in emissions, which include fossil fuels used in fighting wars, cement and steel and the destruction of trees through resulting fires.
“Water, land and forests have been badly damaged,” said Pavlo Kartashov, the country’s deputy minister of economy, environment and agriculture.
“We have huge amounts of excess CO2 emissions and greenhouse gases,” Kartashov told Reuters in an interview on the sidelines of the COP30 climate summit in Brazil.

Healey to announce new munitions factories as Britain looks to boost war preparedness
Britain will build a network of new munitions factories to boost its combat readiness, aiming to restore domestic production of military explosives for the first time in almost two decades.
Defense Secretary John Healey is due to announce plans for new potential sites today and confirm that construction of the first factory is expected to start next year.
These factories would produce munitions, propellants, explosives and pyrotechnics for the British Army and provide aid for Ukraine.
At least 13 potential sites for factories have been identified and the first construction is expected to begin next year.
Earlier in June this year, the government committed an additional investment of £1.5 billion for munitions and related components.

Poland says two responsible for railway blast worked for Russian intelligence
Poland has identified two people responsible for an explosion on a Ukrainian railway route, the country’s Prime Minister Donald Tusk said.
Mr Tusk said both suspects were Ukrainians who cooperated with Russian intelligence and then fled to Belarus.
The explosion on the Warsaw-Lublin line, which connects the Polish capital to the Ukrainian border, followed a wave of arson, sabotage and cyberattacks in Poland and other European countries since the start of the war in Ukraine.
“The most important information is that … we have identified those responsible for the acts of sabotage,” Tusk told lawmakers. He also said that they were Ukrainians who had cooperated with Russian intelligence “for a long time.”
“In both cases we are confident that the attempts to blow up the railway and the violation of railway infrastructure were deliberate and were intended to cause railway traffic havoc,” he said.
Warsaw has said Poland has become one of Moscow’s biggest targets because of its role as a hub of aid to Kiev.
