ukraine has unveiled the latest 20-point peace proposal brought by the US end of war with Russia,
Ukrainian and American delegations reached consensus on several important issues In the latest round of talks in Miami.
However, Volodymyr Zelensky spoke on sensitive issues around territorial control In the country’s eastern industrial region, unresolved issues remain with the management of the Zaporizhia Nuclear Power Plant (ZNPP).
“This is a document known as a framework, a fundamental document on ending the war, a political document between us, the US, Europe and the Russians,” Mr Zelensky said.
“We are ready to meet with the United States at the leaders’ level to address sensitive issues. Matters such as regional questions should be discussed at the leaders’ level.”
Asked about the plan, Kremlin spokesman Dmitry Peskov said Moscow would decide its stance based on information received from Russian presidential envoy Kirill Dmitriev, who met with US envoys in Florida over the weekend.
The latest proposal comes weeks after revising an earlier 28-point plan that was heavily criticized by Ukraine and NATO leaders.
Below are the points of the draft proposal unveiled by Mr Zelensky and shared by his office on Wednesday.
1. Ukraine’s sovereignty will be reaffirmed.
2. This point would envisage a complete and unquestionable non-aggression agreement between Russia and Ukraine. It specifies that in order to maintain long-term peace, a monitoring mechanism will be established to monitor the line of contact through space-based unmanned surveillance, ensure prompt notification of violations, and resolve conflicts.
3. Ukraine will get stronger security guarantees.
4. Ukraine will maintain its armed forces at their current strength of 800,000 personnel. An earlier US draft called for Ukraine to reduce the size of its military.
5. The United States, NATO, and European countries will provide Ukraine with security guarantees that reflect the mutual-defense clause, Article 5, of NATO’s founding treaty.
6. Russia will formalize the policy of non-aggression towards Europe and Ukraine in all necessary laws and all necessary documents upon ratification, including by ratification by an overwhelming majority in the State Duma.
7. Ukraine will become a member of the European Union on a specifically scheduled date. Ukraine will also receive short-term preferential access to the European market.
8. Ukraine will receive a strong global development package, which will be defined in a separate agreement on investment and future prosperity.
9. A number of funds will be established to support economic recovery, reconstruction of damaged areas and regions, and resolution of humanitarian issues. It will aim to raise $800 billion to help Ukraine fully realize its potential.
10. Ukraine will accelerate the process of concluding a free trade agreement with the United States. Zelensky said the US position is that if Washington provides free trade access to Ukraine, its goal is to offer similar terms to Russia.
11. Ukraine will reaffirm that it will remain a non-nuclear state in accordance with the Treaty on the Non-Proliferation of Nuclear Weapons.
12. Zaporizhia Nuclear Power Plant. Zelensky said no agreement has yet been reached with the United States on the issue of Europe’s largest nuclear power plant, which is located near the front line in an area now controlled by Russian forces. Zelensky said the US proposal was that the plant be jointly operated by Ukraine, the United States and Russia, each with an equal stake in a joint venture, with the Americans acting as the main manager.
Kiev proposed that the plant be operated by a 50-50 joint venture involving only the United States and Ukraine, with Ukraine receiving half of the energy produced and the United States independently allocating the other half.
13. Ukraine and Russia are committed to implementing educational programs in schools and throughout society that promote understanding and tolerance of different cultures and eliminate racism and prejudice. Ukraine will implement EU rules on religious tolerance and protection of minority languages.
14. Region: Zelensky said this was the most complex point, and still unresolved. Russia wants Ukraine to withdraw its troops from the area it still controls in the eastern Donetsk region. Kyiv wants fighting on the current battle lines to be stopped. Washington has proposed a demilitarized zone and a free economic zone in the part of the Donetsk region that Kiev controls.
15. Having reached an agreement on future regional arrangements, both Russia and Ukraine undertake not to change these agreements by force.
16. Russia will not prevent Ukraine from using the Dnipro River and the Black Sea for commercial purposes. A separate maritime agreement and an access agreement covering freedom of navigation and transport will be concluded. The Kinburn Spit with the Dnipro’s outlet into the sea will be demilitarized.
17. A humanitarian committee will be established to address outstanding issues:
a) All remaining prisoners of war will be exchanged on the principle of all for all.
b) All civilian prisoners and hostages, including children, will be returned.
c) Provisions will be made to relieve the suffering of victims of conflict.
18. Ukraine will have to hold elections as soon as possible after the signing of the agreement.
19. This agreement will be legally binding. Its implementation will be monitored and guaranteed by the Peace Council chaired by President Trump. Ukraine, Europe, NATO, Russia and the United States will be part of this mechanism. Sanctions will be applicable in case of violation.
20. Once all parties agree to this agreement, a complete ceasefire will come into effect immediately.
