The suspects of 16 and 14 years of age were accused of real physical damage and suffocation after the incident at Princess Avenue on 3 July.
The 16 -year -old has also been accused of sexual harassment and harassment, Hambarside police said.
The pair, who cannot be nominated for legal reasons due to their age, has been sent to custody and this morning the plow is due to appearing in the Magistrate Court.
During the investigation, a 17 -year -old was arrested and since then released without any charge.
