But the president has a long history of claiming that California elections are illegitimate, dating back to his 2016 election victory over Hillary Clinton, when he later claimed that he could have won the state’s electoral votes but that large numbers of illegal immigrants had voted illegally.

California has been a solidly Democratic state since the early 1990s following a response to Republican-led ballot initiatives to deny basic services to illegal immigrants.
Pressed on whether Trump had evidence to support his allegations, White House Press Secretary Carolyn Leavitt dismissed baseless claims that California’s elections have been marred by “gross fraud” due to the state’s widespread use of mail voting and said Trump would sign an executive order to crack down on such alleged fraud.
He said, “It’s absolutely true that there has been fraud in California’s elections. That’s just a fact. They have a universal mail-in voting system, which we know is ripe for fraud.”
Levitt also claimed he had “evidence of rigged fraudulent ballots that are being mailed” in other people’s names and “in the name of illegal aliens who should not be voting in American elections.”
He added, “There are countless examples and we are happy to provide them.”
The president’s threats and the White House’s unsupported claims of fraud come with just one year left before voters decide whether to hand control of the House, Senate or either chamber to Democrats in next year’s midterm elections.
Since taking office, he has attempted to exert greater control over federal elections through a series of legally questionable executive orders, which have largely been blocked by federal courts.
The Justice Department is also pressing states for detailed information on their voter rolls, which the administration describes as a search for illegal aliens who have registered to vote illegally.
But Democrats and civil society advocates fear he is laying the groundwork for an effort to overturn any election results that go against the GOP, as they attempted to do four years ago after losing the 2020 election to Joe Biden.
Then, when courts refused to hear baseless claims of fraud brought by his campaign in several disputed states, his allies attempted to pressure then-Vice President Mike Pence to illegally dismiss those states’ electoral vote certifications so that he and Trump could be listed as the winners of that election.
When Pence refused, the president directed a mob of his supporters to march on the Capitol, at which time thousands of them broke police barricades and sacked the building as Congress was beginning a quadrennial joint session to certify the election results.
