The estimated total cost of the checks is approximately $2.6 billion. It is unclear how these dividends will be financed. Congress has the power of the purse, meaning that federal spending cannot be allocated without its approval.
Trump credited the tariffs for bringing money into the country, but he did not directly explain how the military checks would be funded.
