The president of India promoted reservation, dominance regulations for Ladakh

In an important step, the President of India has promoted the center area of ​​Ladakh Reservation (Amendment) Regulation, 2025 to reserve 85 percent of jobs in the region.

The Ministry of Home Affairs has amended its application to the Union Area of ​​Ladakh in its application on Jammu and Kashmir Reservation Act, 2004.

Under the new provisions, according to the news agency -Kashmir News Observer (KNO), the total percentage of reservation in Ladakh will now be capted at 85%, except Kota, except Kota for Economically Weaker sections (EWS).

According to understanding between Central Government and Leh Apex body and Kargil Democratic Alliance, 80 % percent of the posts will be reserved for Scheduled Tribes, four percent for residents living near ALC/LOC and one percent for Scheduled Castes.

The regulation states that Section 5 of the Jammu and Kashmir Reservation Act will not apply to the economically weaker sections and to fill the vacancies for such classes in such a way that it can be determined. ,

The Jammu -Kashmir Reservation Act is related to filling vacancies in reserved categories during Section 5 recruitment.

As per the provision applicable to J&K, if adequate number of candidates are not available from any reserved category during the recruitment process, the posts will remain vacant and will be taken forward for the next recruitment process.

It provides that the remaining reserved vacancies for a period of more than three years will be considered as D-Regent.

The President of India has also promoted “Ladakh Civil Services Decentralization and Recruitment Regulations- 2025” to define qualified habitat for jobs in UT.

The regulations states that this will apply to all the gazetted and non-gazette positions born on the establishment of the service of any department or administration or company under the control of the administration.

According to the notification issued by MHA, these rules will apply for the purposes of appointment for any post under the center area or under any local or other authority (apart from Cantonment Board).

Individuals who have resided in the area for at least 15 years or have studied there for a minimum of seven years and have appeared for their class 10 or 12 examinations, they will qualify as domiciles, regulations.

In addition, children of central government officials, officials of public sector undertakings, autonomous bodies of central government, public sector banks, central universities officials and recognized research institutes of central government who have served the center sector of Ladakh for a total period of ten years will also be eligible for jobs.

Rules also suggest that the husband of an dominance in Ladakh will also be considered an attentive.

The Ministry of Home Affairs (MHA) has also informed “Ladakh Civil Services Decentralization and Recruitment-Early Drovitation Certificate (Procedure) Rules, 2025”, which defines five categories eligible for domicile status in the center area.

Under the new rules, Ladakh Resident Certificate (LRC) or eligible persons for it will qualify as a hostility with their children.

Children of Ladakh residents who live outside the area for employment or commercial reasons will also be eligible.

According to the rules, those who live in Ladakh for at least 15 years from October 31, 2019 will be provided with dominance certificates. Their children will also be extended to the domicile benefits.

Those who have studied in Ladakh for seven years and appeared for their class 10 or 12 examinations from October 31, 2019, will be eligible later.

Apart from this, children of central government officials who have served in Ladakh for ten years since its formation on 31 October 2019, will be eligible to apply for jobs in this field- (KNO)
