In an important administrative development, the President of India has directed that all appointments for ‘A’ posts of general civil services in the Union Region of Ladakh will now be made by Lt Governor (LG) in Ladakh.
The Central Civil Services (Classification, Control and Appeal) Rules, for Rule 8 of 1965, have been handed over to the power according to the provisions.
This instruction effectively empowers the LG appointed under Article 239 of the Constitution to oversee the recruitment and appointment of senior civil servants within the federal region.
“In following the Proviso for Rule 8 of the Central Civil Services (Classification, Control and Appeal), the President has directed that all appointments for all groups” for the posts of general civil services in the administration of Ladakh “for the posts of general civil services”, will be made by the Lieutenant Governor subject to Article 239 of Ladakh.
However, the order involves an important condition: appointments for the posts of Chief Secretary and Director General of Police (DGP) in Ladakh will require prior approval from the Central Government.
“Provided, the Chief Secretary, Ladakh and no appointment for the post of Director General of Police, the Center area Ladakh will be made except for the previous approval of the Central Government,” the order is mentioned.
The move is expected to streamline administrative autonomy in Ladakh, while central monitoring on top level appointments has been maintained. (AI)
