The outgoing 17th assembly meeting used to be 29 days on an average of a year and on an average, the meeting of the House used to last three hours on an average. An analysis by PRS Legislative states that in 2024, the assemblies of all states will hold a average meeting for five hours on the days of the meeting.
Bihar will vote in two phases on November 6 and 11 and the votes will be counted on 14 November.
According to the analysis, the 17th Vidhan Sabha passed 78 bills and all laws were passed on the day of their appearance. No bill was sent to any committee for further consultation.
Most of the bills passed during this tenure were related to education, finance and taxation and administration.
Some of these Bills include Bihar Public Examination (Prevention of unfair means) Bill, 2024, Bihar Crime Control Bill, 2024 and platform based Gig Labor (Registration, Security and Welfare) Bill, 2025.
In 2023, the Legislative Assembly passed two bills to increase reservation in government jobs and educational institutions. However, these were canceled by the Patna High Court in June 2024.
Apart from general discussion on the annual budget, the legislators also discussed the expenditure of major ministries during the tenure.
It states that in five years since 2020, the assembly discussed the expenses of the ministry for nine days on an average.
