The first victim was dining at a Nando’s restaurant near the National Portrait Gallery on 12 April when her purse was stolen from behind her chair. Five days later, a second woman had her purse stolen while dining at the nearby Westin Hotel.

Noem was the third victim. She was eating food on 20th April Capital Burger on 7th Street According to the DOJ’s indictment, that’s when she noticed that her purse – which was placed near her feet – was missing.

The Secret Service later obtained CCTV footage purportedly showing Leiva – wearing a blue hat and white mask – carrying Noem’s purse. Prosecutors said it was also determined that she had taken a bus to an Italian restaurant and used Noem’s American Express card to purchase $205.87 worth of food and drinks.
