The Chief Secretary asked the officials to make an errorless land record

Srinagar, June, 28: In a significant progress towards the transparent land record management system, Chief Secretary Atal Dulu presided over a meeting today to review the ongoing digitization and modernization of land records in Jammu and Kashmir.

The meeting saw the participation of the key officers including the Secretary, Revenue; Secretary, this; Secretary, Law; CEO, Jackga; Director, land records; A representative of Bisag-N; And other concerned officers.

The deputy commissioner almost attended the meeting from his respective offices.
The Chief Secretary emphasized the paramount importance of quality assurance in the digitization process. He emphasized the need for a strong system of checkers and approval for data entries created by field staff. This will ensure that each entry is carefully cross-checked by experienced revenue officers with this physical record. He observed that the purity of the record ensures less complaints and less court cases, saving both people and public servants.

Dulloo highlighted the far -reaching benefits of this exercise, given that its completion would simplify important processes such as registration, mutation and real -time, transparent seasonal crop monitoring.
He also underlined the important requirement of capacity building for additional employees deputed for this technical functions. He directly directed the training sessions by hand to ensure complete understanding of the nuances of assignments for these novies.

To facilitate uninterrupted data entry, the Chief Secretary directed the deputy commissioners to set up a dedicated, fully equipped data entry center in their districts, which is accomplished with adequate computer, reliable internet connectivity and power backup.

He also instructed Srinagar to discover the possibility of another team of another team of India’s survey, so that the field staff of Kashmir Division would not have to shut down between their places to update or update other updates by doing geo-referenceing of cadastral maps of Jammu and their revenue villages.

Secretary Revenue, Kumar Rajiv Ranjan, presented a detailed observation of various components running this modernization, in which Digital India Land Records Modernization Program (DILRMP), Survey of villages and maping with improvised technology in villages (Svamitva) (SVAMITVA) with mapping, National Geospatial Knowledge-based Urban Housing (Naksha).

He said that the software adaptation required for local adoption for digitization of RRS has been completed and the User Approval Testing (UAT) committee is currently evaluating software. The portal is slated to enter the production phase after July 1, 2025, and will be live for data entry by July 10, 2025, he informed.

The Secretary further stated that to support this huge practice in 6,850 revenue villages, the department has already trained 244 master trainers, 1,253 patwaris and 1,053 MT/other employees. In addition, 7,000 user IDs for Patwaris/MTS for data entry were created and a surveillance is subject to dashboard development, expected to be ready by 10 July 2025.

Regarding the digitization of cadustral maps, the meeting was informed that the scanned maps were being screened by Bisag-N. Subsequently, the field staff performs its ground truting to ensure accuracy. So far, the 6,281 maps have been shared with Bisag-N, with 5,609 back and ground Truthing completed for 2,374 maps.

In the latter stage, sub-search will be added using the Bisag-N developed app, cross-referenceing maps with real-world ground conditions. This will then be integrated with the records of the rights of superimposition and real-time land record updates with satellite imagery.

Under the Svamitva program, the meeting was informed that 4,368 out of 4,395 villages have been surveyed by the survey of India. Ground truting is going on, which is leading to the last generation of property cards by the residence concerned for the residents.

Additionally it was given that a one -year pilot Naksha program is being implemented in more than 100 cities across the country, with a technical partner under DILRMP with a survey of India. Jammu, Kashmir, Bishnah and Katra and Kashmir Division in Jammu Division have been selected for the project in Katra and Kashmir divisions. Rovers will be bought/hired for a ground survey, taking advantage of the CRS network of India’s survey.

Ulpins, a 14-conductive unique alpha-numeric identifier, are being surveyed for land parcels conducted under Svamitva before the creation of property cards. These ulpin offer the exact location, region and other land record credentials of each parcel.

The meeting was made aware that 5,23,998 Ulpins have originated in the UT in 1,718 villages, so far, J&K is actually an important step towards creating a unique and verificationable land record system.

The ongoing efforts underlined commitment to take advantage of technology for the more efficient, transparent and civil-friendly land administration system of Jammu and Kashmir.
