Sanjay Raut’s Aide Played Key Role In Mumbai Covid Centre Scam: Probe Agency

 Businessman Sujit Patkar, reportedly a close aide of Shiv Sena (UBT) Rajya Sabha MP Sanjay Raut, played a “key role” in the allotment of a civic contract to his partnership firm for running jumbo COVID-19 centres in Mumbai, the Enforcement Directorate said in its chargesheet.

As per the ED, Mr Patkar managed to gather prior information about the tender process for these centres due to his “proximity with politically exposed person” and of the total proceeds of crime of Rs 32.44 crore, an amount of Rs 2.81 crore was diverted into his personal bank account.

Besides Mr Patkar, the other accused named in the chargesheet include the firm Lifeline Hospital Management Services, its three partners and Dahisar jumbo Covid Centre dean Dr Kishore Bisure.

Mr Patkar and Mr Bisure were arrested under Prevention of Money Laundering Act provisions by the ED and are currently in judicial custody.

As per the ED chargesheet, Mr Patkar, one of the major partners of Lifeline Hospital Management Services with 30 per cent share, invested only Rs 12,500 at the time of incorporation of the firm.

Mr Patkar indulged himself in criminal activities and hatched a conspiracy in connivance with other accused partners and officials of Brihanmumbai Municipal Corporation and managed to obtain a tender/contract, the chargesheet said.

He managed to gather prior information about the tender process due to his proximity with “politically exposed person” and then he as well as his partners set up the firm to obtain the tender issued by civic authorities, the chargesheet stated.

“Patkar used to liaison with BMC officials and played a key role in the process of allotment of contract of manpower supply to Jumbo Covid facility at Dahisar and Worli to Lifeline Management Services,” it stated.

The ED’s chargesheet further said the accused partners, for undue personal financial gains, made a plan to under deploy medical staff in Dahisar and Worli Jumbo Covid facilities.

In pursuance of their plan, they gave instructions to their staff members deployed at the aforesaid Jumbo Covid Centres to create forged attendance records in line with the EOI (expression of interest) issued by the civic body.

As per the plan, there was huge under-deployment of medical staff, which had put the lives of the COVID-19 patients at risk, the chargesheet said.

It claimed the accused had submitted fake and fabricated attendance sheets and related records for Dahisar Jumbo Covid facility, whereas, with regard to the Worli centre, invoices were submitted to the civic body without any attendance data and staff records.

Mr Patkar, in connivance with other partners, intentionally did not reveal the cancellation of contract by Pune Municipal Region Development Authority, which had specified the firm’s lacunas and had also issued advisory not to give any further works to Lifeline Hospital Management Services in view of larger public interest, the ED chargesheet pointed out.

Obtaining payments to the tune of Rs 32.44 crore from the civic body as part of this contract created proceeds of crime, it said.

Of this PoC, an amount of Rs 2.81 crore was diverted in the personal bank account of Patkar between November 2020 and October 2022, the chargesheet further said.

This amount was mostly utilized in repayment of his personal (property and vehicle) loans and other expenses by projecting them as untainted funds, the chargesheet added.

Sanjay Mishra said that he was never a fan of learning formally so when he got his admission in NSD, he wasn’t very keen on attending it. “I was crying when I went to drama school. My parents said that you must go since you have got the admission, that’s why I went,” he recalled and added, “My entire focus was to find a loophole so I don’t have to be a part of the education system.”

Sanjay Dutt`s cameo in SRK films a lucky charm for Indian cricket team?

Cinema and cricket are two things that can unite Indians and when the two combine they can attract millions of eyeballs. Film celebrities and cricketers enjoy a massive fan following in the country. A Twitter user recently made an interesting observation about a recurring event that connects Bollywood to the Indian men`s cricket team. 

A Twitter user with the handle name @hmmnly took to Twitter on Sunday evening and shared a post that showed how every time Sanjay Dutt made a cameo appearance in a Shah Rukh Khan=starrer, the Indian men`s cricket team lifted the World Cup trophy. 

“SRK+Sanju on Screen+ World Cup for India,” read the caption on the post. “Whenever sanju baba has done a cameo in SRK film India has won a world cup.. naacho,” wrote the user sharing the post. 

In the comment section, a Twiteerat observed that all the instances have happened in an odd year too. 

Sanjay Dutt made a cameo in Shah Rukh Khan`s 2007 film `Om Shanti Om` in the song `Dewaangi`. In the same year, the Indian team won the first T20 World Cup. 

Four years later, in 2011, Sanjay Dutt made a cameo in Khan`s film `Ra.One`. In the same year, India won the ODI World Cup after 28 years. 

Now, in 2023, Sanjay Dutt played a special role in Khan`s biggest film `Jawan`. The film directed by Atlee is on the path to becoming the highest-grossing film in Hindi cinema, a record that was made by SRK`s `Pathaan` earlier this year. Dutt played Khan`s aide in the film and had a fun role towards the end of the film.

Referring to remarks by Lok Sabha BJP MP Ramesh Bidhuri against BSP leader Danish Ali in the special session of the Parliament in the new building, Raut said the dignity associated with the Parliament is finished. “The PM is quiet and even Union Home Minister Amit Shah is quiet. Have you made this a place for goons now?” he questioned.

Earlier on Saturday, Jairam Ramesh took to X and highlighted several shortcomings and deficiencies in the design and functionality of the new Parliament structure. He referred to it as ‘Modi Multiplex’ or ‘Modi Marriot’ and also expressed his disappointment at the decline in meaningful discussions and conversations, both within the two Houses and in the lobbies.

MP Raut also expressed displeasure about the lack of a lobby, corridors and a central hall in the new structure. “I’ve been in the Parliament for over 20 years and it felt like history walked with me in the old building. Today when I enter it, I don’t feel like I am entering a historical building,” he told news agency ANI.

An Ahmedabad magistrate court on Saturday rejected an application moved by Delhi Chief Minister Arvind Kejriwal and Aam Aadmi Party (AAP) Rajya Sabha MP Sanjay Singh seeking that the trials be conducted separately against the two AAP leaders over the criminal defamation allegations by Gujarat University (GU) in relation to Prime Minister Narendra Modi’s degree.

The application was tendered after the Additional Magistrate Court of SJ Panchal turned down requests by the AAP leaders’ lawyer Bhavuk Chauhan to adjourn the trial proceedings for the day.

Chauhan cited the AAP leaders’ pending petitions before the Gujarat High Court where they are seeking the quashing of summons issued by the Ahmedabad magistrate court on April 15.

Gujarat University, the complainant represented by advocate Amit Nair, registered a “strong objection” against adjournment, adding that “all witnesses are present here today, including the complainant”.

Following the objections, Additional Magistrate Panchal also said that he could not stay the matter any further.

Arguing for separation of trial, it was submitted by the AAP leaders that the two accused — Kejriwal and Singh — made the defamatory statements as alleged by GU on separate days, that the content of the said defamatory statements was different for the two accused, that the said content was uploaded on different handles of X, formerly Twitter, and were posted on social media on different days.

Submitting that the complainant has not invoked IPC sections 34 and 120B, that is charges of common intent and criminal conspiracy, while filing their complaint under IPC section 500, this would then deserve two separate trials against the two accused, while adding that allegations against Kejriwal cannot be read against Singh and vice-versa.

Meanwhile, Nair, on behalf of the varsity, submitted that the complainant is the same, the evidence and witnesses are the same against the two accused, and “separating trial would cause enormous damage, would cause inconvenience to the witnesses.”

Sanjay Gandhi Hospital in Amethi closed down, Congress accuses BJP of vendetta

After the UP Health Department suspended the licence of Sanjay Gandhi Memorial Hospital in Amethi following the death of a 22-year-old woman in a case of alleged medical negligence, the Congress Wednesday accused the BJP government in the state of carrying out “political vendetta” by “targeting” the hospital, run by a Trust whose chairperson is Sonia Gandhi.

While the hospital authorities said they would move the court against the suspension of licence, the Congress said they would launch a movement against the government’s decision.

The 100-bed Sanjay Gandhi Memorial Hospital, whose foundation stone was laid by ex-Prime Minister Indira Gandhi in 1982, has been in operation in Munshiganj of Amethi since 1989.

On Sunday, police registered a case of death by medical negligence against four employees of the hospital, including its chief executive officer, over the death of a 22-year-old woman.

The woman was admitted to the hospital on September 14 morning after she complained of a stomach ache. As her condition worsened before undergoing gallbladder surgery, she was referred to a private hospital in Lucknow where she died on September 16. The family of the woman alleged that she died because of an anaesthesia overdose at Sanjay Gandhi Memorial Hospital and an FIR was registered on September 17.

Taking cognizance of the incident, district health officials also ordered a probe and constituted a three-member team, led by Additional Chief Medical Officer. On September 18, the hospital’s licence was suspended by district health officials, citing prima facie evidence of medical negligence.

“We are going to appeal against the decision in the court. We were asked for an explanation about the September 14 incident by the officials and were given three months’ time, but orders were issued to suspend the licence of the hospital in the next 24 hours. We are not denying the incident and there can be an inquiry into it. An FIR has already been lodged,” Wing Commander (retd) Manoj Muttu, the administer of Sanjay Gandhi Memorial Trust, told The Indian Express.

“My submission as the representative of the Trust is that it is possible (of such an incident) even in government hospitals. But to close down the entire hospital with 450 staff, 600 nursing students, 200 paramedic students, without giving an opportunity to explain is justified under what rule? Therefore, we are going to make an appeal,” Muttu said.

Chief Medical Officer (Amethi) Anshuman Singh said that while the hospital was served a notice seeking an explanation in three months, the decision to suspend the licence was taken after prima facie evidence of laxity was found in the preliminary inquiry.

“Such incidents happen, but not only did they not conduct prior medical tests… but even after diagnosing the problem of the patient, they kept her for another 10-12 hours before referring her to another hospital leading to her death. Our inquiry found that doctors as well as the administration were guilty of negligence and recommended the cancellation of the hospital’s licence. If they are not satisfied, then further inquiry can be conducted by a bigger team,” Dr Anshuman Singh told The Indian Express.

Meanwhile, Congress leader KL Sharma said criticised the government’s decision. “While the law would do its work, the way the hospital was closed down is not right. The one who is guilty should be punished and not the entire organisation. The hospital has been serving the people of Amethi for decades and now a lock has been put on it. The hospital is not of the Congress, it caters to all,” Sharma said.

District Congress leaders also submitted a memorandum to the district administration against the decision.

In fact, there was a film with a working title Munna Bhai Chale America, but that was soon shelved without any reason. The script was finalised and the pre-production had also started, but it could not happen.”

Furthermore, sources share that the studios also got involved in the matter following the allegations and had pulled out their support. A source from Star World had shared with a publication that ‘it was decided that Fox Studios would pull the plug on Munna Bhai 3 if Hirani was found guilty. The studio stands in solidarity with the survivor.’

The Enforcement Directorate (ED) on Friday filed a chargesheet against businessman Sujit Patkar, an associate of Shiv Sena (UBT) MP Sanjay Raut, in the case pertaining to alleged irregularities in the jumbo COVID-19 treatment centres in Mumbai.

The chargesheet was submitted before the court’s registry and it will come up before the special judge for cases under the Prevention of Money laundering Act (PMLA) after scrutiny of papers.

Sujit Patkar and another accused Kishore Bisure had been arrested by the ED on July 19 and they are currently in judicial custody.

While the contents of the chargesheet are not available yet, a lawyer linked to the case said the agency has named the arrested duo as accused.

Sujit Patkar is accused of fraudulently bagging contracts from the Brihanmumbai Municipal Corporation (BMC) for setting up or managing COVID-19 field hospitals – called ‘jumbo centres’ – in the city during the pandemic. Bisure was the dean of a jumbo centre at Dahisar.

The ED has claimed that Lifeline Hospital Management Services, a partnership firm of Sujit Patkar, and three others received Rs 31.84 crore from the BMC for the supply of medical personnel to COVID-19 centres.

The firm, established in June 2020, was granted the contract despite not having any experience of providing medical personnel or services.

During the remand hearing, following the duo’s arrest, the probe agency had told the court that Patkar had received a substantial amount of proceeds of crime from Lifeline Management Services in his personal bank account.

It is further revealed that he played a crucial role in criminal activities and hatching conspiracy in connivance with other partners of Lifeline Management Services and officials of BMC, for obtaining tender of BMC to firm for supplying medical staff to Jumbo COVID Centres, the ED had told court.

The probe agency said that Patkar’s custodial interrogation has revealed that he directed staff of his firm to carry out manipulation of attendance sheets at Jumbo COVID Centres and fraudulently raised bills to the civic body.
