On 26 September, the apex court allowed certified manufacturers to produce ‘green’ crackers with the condition that they would not sell them without its approval in the prohibited Delhi-NCR.
It asked the Center to keep a new look at the complete ban on the construction of firecrackers in Delhi-NCR.
This directed the Ministry of Environment, Forest and Climate Change (MoefCC) to consult all stakeholders including Delhi government, manufacturers and vendors before reaching the final decision.
On 8 October, a bench, including Chief Justice Bry and Vinod Chandran of Justice, had to consider issues including the Center report. The law officer representing the Center demanded a adjournment and it was allowed.
The court on Friday decided the issue of consideration after senior advocate Balbir Singh appearing for some green crackers manufacturers, saying it would be heard in front of Diwali.
Earlier, the bench had ordered: “Meanwhile, we allow the manufacturers who are certified by Neeri (National Environmental Engineering Research Institute) and Peso (Petroleum and Explosive Security Organization) as certification of green crackers as certified, however, to build it. However, it will be subject to a undertaking for this court that they will not sell in this court. Fireworks were allowed to produce until again on 8 October.
The apex court was listening to a batch of petitions filed by cracker manufacturers, seeking permission from the ban and permission to sell ‘green’ crackers.
